Job summary

ST Engineering is seeking a Manager in HR Talent Management for a 3-year contract at ST Engineering Hub, Singapore. You will lead talent development and leadership programmes, partner with senior stakeholders, and shape succession planning across the organisation.

You will design and oversee talent analytics, drive workforce development initiatives, and ensure governance of talent reviews, with a focus on building leadership capabilities and future-ready talent.

Qualifications

  • Degree in Human Resources, Organisational Development, Business or a related discipline.
  • At least 10 years' experience in talent development, organisational development or related people field.
  • Proven experience facilitating talent reviews, succession planning and leadership discussions with senior stakeholders.

Responsibilities

  • Talent & Leadership Development: design and implement development initiatives to strengthen leadership and workforce priorities.
  • Talent Pipeline & Scholars: manage onboarding, rotations and development planning for scholars and emerging talent.
  • Succession Planning & Talent Reviews: facilitate discussions and governance to identify priorities and actions.
  • Talent Analytics & Insights: track data to assess programme effectiveness and inform decisions.

Key Responsibilities
1. Talent & Leadership Development
  • Design and implement talent management and leadership development initiatives to strengthen leadership capabilities and support workforce priorities.
  • Partner with HR teams and business leaders to identify development needs and build targeted interventions for key talent segments.
  • Support the design and delivery of enterprise leadership, career development and talent programmes to strengthen organisational capability.
2. Talent Pipeline & Scholars
  • Manage the end-to-end development experience of scholars and emerging talent, including onboarding, rotations, development planning and stakeholder engagement.
  • Monitor progress and career aspirations of high-potential talent, partnering with stakeholders to support their growth and development
3. Succession Planning & Talent Reviews
  • Facilitate succession planning and talent review discussions, supporting leaders in identifying talent needs, development actions and succession priorities.
  • Coordinate and support talent management processes and governance activities, ensuring quality inputs, consistency of approach and timely reporting.
4. Talent Analytics & Insights
  • Track and analyse talent-related data and trends to assess programme effectiveness, identify talent risks and support workforce decisions.
Key Requirements

  • Degree in Human Resources, Organisational Development, Business or a related discipline.
  • At least 10 years' experience in talent development, organisational development, professional development, adult learning or a related people field.
  • Proven experience facilitating talent reviews, succession planning and leadership discussions with senior stakeholders.

  • Proven ability to build effective relationships, influence stakeholders and drive outcomes across a highly matrixed organisation.
  • Programme and project management expertise, with the ability to coordinate and deliver multiple initiatives in a dynamic environment.
  • Highly organised with a structured approach to planning, prioritisation and execution, while maintaining attention to detail.
  • Analytical and commercially aware, with the ability to translate data into actionable insights and recommendations.
  • Confident communicator with the ability to engage and influence stakeholders at all levels of the organisation.
