Job summary

MINDEF in Singapore seeks a facilities and projects manager to oversee overseas training facilities, assets and upgrading works, ensuring safety, quality and regulatory compliance. Based overseas for this assignment, you will coordinate with contractors and stakeholders to deliver on time.

You’ll balance operating requirements with limited budgets, manage inventories, conduct safety inspections, and assess works across diverse cultures.

Qualifications

  • Education in Facility Management or related field is preferred.
  • Candidates with facilities management, infrastructure, building maintenance or project management experience have an advantage.
  • Strong project and stakeholder management skills; ability to coordinate multiple contractors within budget constraints.

Job description

What the role is:

You manage and oversee overseas facilities, assets, maintenance works and upgrading projects across overseas training areas, ensuring effective resource utilisation, quality, safety and regulatory compliance. You will be based overseas for this position.

What you will be working on:
  • Manage facilities across camps and training areas
  • Manage and account for building, fixture, and equipment inventories
  • Coordinate with stakeholders on upgrading projects overseas
  • Support the identification, assessment and early mitigation of workplace hazards
  • Perform regular worksite safety inspections and engagement with contractors
  • Conduct quotation evaluations and submit recommendations in accordance with procurement proceduresChallenge(s)
  • Managing diverse local and foreign contractors, adapting to different work practices and cultural contexts while maintaining work standards and timelines
  • Balancing operational requirements, work quality, timelines and limited budgets
  • Possessing technical knowledge across various engineering trades to assess works, identify deficiencies and enhance the quality of project outcomes
What we are looking for:
  • Education in Facility Management or a related field is preferred
  • Prior relevant experience in facilities management, infrastructure, building maintenance or project management is advantageous
  • Strong project and stakeholder management skills, with the ability to coordinate multiple contractors and stakeholders
  • Good analytical and problem-solving skills, with sound judgement to prioritise works and manage competing requirements within budget constraints
  • Willingness to work occasionally beyond normal working hours to support urgent maintenance, safety or operational requirements
