Job summary

SCAN - BILT PTE LTD is seeking an experienced Manager, EMS to lead the planning, execution, and control of Engineering & Maintenance Services at site level. The role focuses on safe, timely, and budget-compliant delivery while coordinating internal teams, subcontractors, and client relationships.

Qualifications

• Bachelor of Science in Civil Engineering or Specialist Diploma in Civil Engineering.
• 8–12 years' experience in maintenance, EMS, or site operations in oil & gas / petrochemical environments.
• Proven experience managing multi-disciplinary site teams and subcontractors.

Responsibilities

• Plan, oversee EMS works execution at site to align with scope and method statements.
• Monitor daily site activities, manpower deployment, and subcontractor performance for efficiency.
• Manage HSSE compliance by approving permits and enforcing site safety rules.
• Conduct audits and inspections to identify non-conformities and implement corrective actions.
• Control EMS cost performance via BOQs, POs and budget utilization.
• Ensure timely updates of work progress, invoicing, and claims submissions.

Job Summary

The Manager, EMS leads the planning, execution, and control of Engineering & Maintenance Services at site level, ensuring safe, timely, and budget-compliant delivery while managing teams, subcontractors, and client relationships.

Responsibilities

• Plan, schedule, and oversee EMS works execution at site to ensure alignment with approved scope and method statements
• Monitor daily site activities, manpower deployment, and subcontractor performance to maintain operational efficiency
• Manage HSSE compliance by approving work permits, enforcing site safety rules, and aligning with client requirements
• Conduct audits and inspections to identify non-conformities and implement corrective actions promptly
• Control EMS cost performance by reviewing bills of quantities, purchase orders, and budget utilization
• Ensure accurate and timely updates of work progress, invoicing, and claims submissions for financial tracking
• Review and approve vendor quotations, invoices, material requisitions, and training requests to support project needs
• Lead and support EMS site teams and subcontractors to achieve project objectives and maintain quality standards

Preferred competencies and qualifications

• Bachelor of Science in Civil Engineering / Specialist Diploma in Civil Engineering or related discipline
• Minimum 8–12 years' experience in maintenance, EMS, or site operations within oil & gas / petrochemical environments
• Proven experience managing multi-disciplinary site teams and subcontractors
• Site HSSE / Safety Certifications (preferred)
• Working location – P Bukom / Jurong Island / or where projects required
