Job summary

RB Engineering Pte. Ltd. requires a seasoned project leader to drive end-to-end planning and execution of underground utility projects in Singapore.

You will coordinate with PUB, SP PowerGrid, Gas and Telecom authorities, supervise site teams, manage budgets and schedules, and ensure QA/QC and HSE compliance throughout the project lifecycle. The role demands strong stakeholder management, risk mitigation, and hands-on leadership to deliver on time, within scope, and to safety standards.

Qualifications

• Proven experience managing underground utility projects.
• Ability to coordinate with multiple authorities and stakeholders.
• Strong leadership and safety culture.
• Experience in budgeting, scheduling, and QA/QC processes.

Responsibilities

• Lead end-to-end planning, scheduling, and execution of underground utility projects.
• Develop and manage detailed project timelines, milestones, and resource plans.
• Coordinate with PUB, SP PowerGrid, Gas, Telecom for approvals and inspections.
• Supervise site engineers, civil supervisors, and subcontractors; assign roles and monitor performance.
• Identify project risks and implement mitigation strategies to avoid delays or cost overruns.
• Control costs, approve procurement, and optimise resource usage across teams.
• Oversee QA/QC procedures and ensure compliance with local codes and standards.
• Ensure HSE compliance and conduct site safety audits and investigations as needed.
• Coordinate testing, handover, and as-built documentation with authorities and clients.
