Job summary

Manpower Singapore is hiring a senior Utilities System Lead to operate and maintain Critical utilities across the site, including steam, HVAC, electrical and ELV systems. You will supervise the shift team, ensure GMP and HSE compliance, and drive continuous improvement in reliability and energy efficiency.

The role requires a degree in Electrical or Mechanical Engineering and 8+ years in large pharma/chem/semiconductor environments.

Qualifications

• Mechanical or electrical engineering degree with 8+ years in pharma/chemical/semiconductor industries.
• Certified Steam Boiler Engineer or 1st Class Steam Boiler Attendant.
• Extensive experience in utilities operation and maintenance including steam, HVAC and water systems.
• Strong HSE and GMP knowledge and site compliance.

Responsibilities

• Lead daily operation and maintenance of Utilities System (Black/ Clean Utilities, HVAC, Electrical and ELV).
• Ensure smooth operation to support manufacturing activities.
• Lead shift team and respond to utilities issues; perform first-line troubleshooting.
• Implement preventive/predictive maintenance and spare parts strategy.
• Conduct root-cause analysis and implement corrective actions.
• Review and update site SOPs for Utilities System.
• Support engineering projects to maximize efficiency and reliability.
• Develop annual and monthly O&M plans and maintain documentation.
• Aim to reduce water, electricity and steam consumption.
• Ensure 5S and EHS compliance on site.
• Knowledge of Transformers, Switchgears, MCC, UPS, Genset, ATS/MTS.
• Experience with LT to HT (230V to 22kV) and local code compliance.
• Provide timely support to the utility operation team.

Job description

• Responsible for leading the daily operation and maintenance of Utilities System which composed of Black Utilities, Clean Utilities, HVAC, Electrical and Extra Low Voltage (CCTV, Access Card, Public Address, Fire Alarm).

• Ensure smooth and continuous operation of Utilities System to support the manufacturing activities and the rest of the site.

• Responsible for first line troubleshooting, perform daily monitoring, to respond to any call related to Utilities system and to comply to HSE and GMP requirement of the site

• Responsible to lead the shift team for the operation and maintenance of Utilities System.

• Responsible for the implementation of effective and efficient maintenance program. This includes preventive maintenance, predictive maintenance and spare parts strategy.

• Able to assist in an investigation and root cause analysis of Utilities System. Identifying effective corrective and preventive action plans.

• Able to assist in reviewing and updating site Standard Operating Procedure for Utilities System.

• Able to assist in implementing engineering projects that will maximize efficiency and reliability.

• Able to assist in implementation of annual and monthly operations and maintenance plans for Utilities System and related document records to ensure timely updates, completeness and effectiveness of the maintenance program.

• Able to assist in reducing consumption of water, electricity and steam to meet energy saving requirements.

• Responsible for on-site 5S improvement and EHS requirements.

• Manage, nurture and guide the shift team and conduct effective leadership among the shift team members.

• Knowledge of testing, operations and maintenance of various Electrical System such as Transformers, Switchgears, MCC, RUPS/UPS, Emergency Genset, ATS/MTS, etc.

• Working knowledge and experience in handling LT to HT (230V to 22KV) and code compliance according to local authority requirement.

• Provide timely support to the utility operation team to any related electrical issues and to ensure smooth utility operation.

• Able to evaluate electrical system’s safety, reliability and performance

• Responsible for first line of troubleshooting related to Utilities System

• Mechanical Engineering or Electrical Engineering, more than 8 years of relevant work experience in large pharmaceutical, chemical or semiconductor industry.

• Certified Steam Boiler Engineer or minimum Steam Boiler Attendant (1st Class)

• Experience in Utilities operation and maintenance particularly for Steam Boiler System, Cooling Tower System, HVAC Chilled Water System, Process Chilled Water System (Ammonia), Hot Water System, Compressed Air System, Water Softener System, Potable Water System, NEWater System, Purified Water System, Nitrogen System, Building Management System, Maintenance Management System, HVAC System, Electrical System and Extra Low Voltage System.
