Job summary

GovTech is seeking a Technical Lead and Engineering Manager to build the digital foundation for Singapore’s public sector initiatives. You will lead agile teams, set architectural direction, and drive delivery of scalable digital solutions that empower citizens.

You will mentor engineers, shape engineering culture, and ensure high standards across code quality, testing, and security while aligning with the government’s digital‑first mission.

What you will be working on

As a strong Technical Lead and Engineering Manager in SWDA you will build the digital foundation of the next Singapore. You will lead agile teams in creating meaningful products that empower Singaporeans to realize their career ambitions and lifelong learning goals, directly fostering a competitive and inclusive nation.

You will provide deep architectural and technical leadership while driving team growth, cultural standards, and delivery excellence. As a leader, you will make your teams effective, set high engineering standards, and foster a growth‑oriented culture that supports the development of robust and scalable digital solutions.

Your responsibilities

• Collaborating with your respective product and UX leaders in creating and driving a solid, coherent product vision and strategy, as well as setting and measuring objectives for the products in your portfolio, creating and maintaining long‑term technical plans and roadmaps for your products
• Defining your team’s engineering strategy, and directions that align with the organization’s overall vision and goals
• Partnering with stakeholders to prioritise and manage roadmaps for delivering towards product vision incrementally and efficiently in order to deliver good value to the people of Singapore
• Proactively identifying and initiating worthwhile engineering initiatives to maximise our impact on the public good
• Establishing practices and tools to encourage a strong engineering culture and maximise engineering effectiveness and impact
• Providing hands‑on technical guidance, architectural oversight, and rigorous design reviews to ensure robust and scalable system architectures
• Setting and upholding high engineering standards across the lifecycle, including code quality, comprehensive testing, security‑by‑design, and operational excellence
• Mentoring and technical coaching of engineers to elevate the team & engineering craft and foster a culture of continuous learning
• Identify and grow leaders, measurement of success, build and transform team structures in order to make your team effective
• Set standards, manage performance, professional growth of people within your organisation, offering constructive feedback, mentoring, and guidance as needed
• Identify the resourcing needs and drive internal and external hiring for your organisation and beyond

What we are looking for

• A strong technical background with deep experience in system design and modern architecture, combined with a proven track record of running medium to large teams (10+) with multiple tracks of execution
• Experience with solving complex technical issues, e.g. high bar of security requirements, high‑availability software systems, co‑existence of new and legacy systems, etc.
• Experience in modern full‑stack technologies; experience in modern front‑end engineering on NextJs/React and Java/Kotlin/TypeScript on the backend is preferred.
• Proven ability of providing technical leadership to large teams, track record of driving team effectiveness and products through data.
• Strong Engineering practices, Quality and Security mindset.
• Passion towards engineering excellence; Evolutionary architecture, and you take pride in the craftsmanship aspect of software engineering, Operational excellence.
• Passion towards working for public good with interest
• Strong technical foundation with experience in modern architectures (e.g., cloud‑native, microservices, CI/CD, DevOps)
• The ability to set objectives and execute with the team to achieve them together
• 8+ years of software engineering experience, including 3+ years in engineering leadership roles.
• Ability to navigate challenging projects, people and situations.
