Job description

Lead Manager / Manager, TAC Digitalisation & Capability Development

This position plays a key role in managing the TAC Sector Transformation Office’s (TSTO) digitalisation and capability-development portfolio, with the aim of strengthening TAC operating capability and deliver measurable sector-wide uplift. The incumbent will utilise tools to identify capability gaps, prioritise interventions and shape transformation pathways across sector-specific projects.

The incumbent also leads digitalisation as an enabler for TACs under an integrated operating model, translating priorities and gaps into scalable digitalisation and capability-development interventions. The incumbent is accountable for programme design, TAC outreach and adoption, grant stewardship, partner management, and other implementation outcomes.

Job Responsibilities:

1. Digitalisation Portfolio Strategy & Programme Design

  • Lead TSTO’s integrated workplan and delivery roadmap across sector-specific digital projects, ensuring that portfolio priorities, emerging technologies and evolving TAC needs are addressed.
  • Translate priorities, stakeholder feedback and programme evidence into targeted intervention pathways and capability uplift.
  • Drive the review and enhancement of Digi-TAC 2.0, translating inputs into solution-catalogue improvements.
  • Work with the appointed technology partner and SBF stakeholders to maintain a relevant catalogue covering AI, workflow automation, data, cybersecurity and end-to-end implementation support.

3. Digitalisation Advisory & TAC Account Management

  • Coordinate the advisory pipeline, ensuring that engagements produce actionable roadmaps, solutions, implementation pathways and capability transfer.
  • Engage TAC leaders and secretariat teams to diagnose operational pain points, assess readiness, align stakeholders and support implementation follow-through.
  • Leverage and refine TAC Capability Booster packages and other initiatives to help TACs integrate digitalisation with workforce development.

4. Adoption, Change Enablement & Capability Building

  • Design and execute awareness, onboarding, training and change-enablement plans across the digitalisation portfolio.
  • Curate workshops, Communities of Practice, case studies, playbooks and peer-learning opportunities that convert experience into reusable sector knowledge.

5. Integrated Delivery with SBF staekholders & Ecosystem Partners

  • Act as TSTO’s principal programme counterpart to SBF stakeholders, technology partners, vendors and relevant agencies for joint planning and execution.
  • Convene delivery reviews, maintain clear records, and apply controls, escalation routes and decision logs.

6. OpsTech-TAC, Cybersecurity Lighthouse & Sector Projects

  • Own TAC demand generation, cohort prioritisation, awareness, adoption and outcome reporting for OpsTech-TAC and Cybersecurity Lighthouse initiatives.
  • Support the 'build-pilot-share-scale' lighthouse model by capturing user feedback, implementation lessons and reusable practices to scale up TAC sector transformation efforts.

7. Performance, Governance & Funder Reporting

  • Develop and maintain portfolio dashboards and reporting mechanisms that track Digi-TAC 2.0 adoption, AI implementation, capability-development outcomes, and other agreed TAC priorities.
  • Prepare updates, papers and recommendations for TSTO leadership, SBF management and other stakeholders.

8. Procurement, Partner & Resource Management

  • Develop scopes of work and performance expectations for consultants, partners and vendors.
  • Manage delivery dependencies, contracts and service performance.
  • Undertake related assignments supporting TAC sector transformation as required.
