Job summary

HTX, Singapore's first Science and Technology agency for homeland security, seeks an Agile Advocate and Business domain capability champion. The role centers on leveraging digital technologies and agile practices to deliver IT products within the Ministry of Home Affairs framework.

You will work with cross‑functional teams to refine requirements, support product owners, and align IT initiatives with business strategy while driving stakeholder engagement.

Qualifications

• Tertiary qualification in Computer Science / Information Systems / Information Technology / Electronics Engineering or related discipline
• Minimum 5 years of relevant software development, business analysis or project management experience
• Experience in agile development and scrum processes for ICT projects

Responsibilities

• Present clear recommendations on risks, outcomes and trade-offs to stakeholders
• Facilitate and support Agile ceremonies with the Agile Development Team
• Experience in agile development and scrum processes for ICT project implementation
• Apply Design Thinking / Service Design to identify current gaps and design future state solutions
• Elicit business needs and map pain points using service journeys to develop business cases
• Assist Product Owner to articulate requirements and refine product backlog
• Collaborate with business and project teams to propose funding for development
• Help develop and review user stories, specs and acceptance criteria
• Work with scrum teams to ensure on-time delivery of products
• Map current and future process flows and maintain ecosystem maps
• Analyse changes and propose improvements to changing business needs

Be the Agile Advocate and Business domain capability champion for the Agency! Reporting to the Head (Agile Development), the jobholder will exploit digital technologies and build HTX's IT products within Agile framework across the Ministry of Home Affairs.

What you will be working on:

• 1. Present clear recommendations and clear understanding of risks, outcomes and trade-offs to facilitate stakeholder in making business decisions.
• 2. Facilitate and Support Agile ceremonies in collaboration with the Agile Development Team.
• 3. Experience in agile development and scrum processes for ICT project implementation
• 4. Apply Design Thinking / Service Design methodology and tools to develop and execute the approach to derive current state gaps and challenges, and future state design and solutions
• 5. Partner with business work units to elicit business needs and discover pain-points through human-centric, visual methods such as service journeys and to assist to develop the appropriate business case
• 6. Support Product Owner to articulate their requirements and refine product backlog
• 7. Partner with business and project teams to put up a business proposal to seek funding for the development of the project
• 8. Work with project teams to develop / assist to develop user stories, to develop / review functional/technical specifications and acceptance criteria
• 9. Work with the scrum teams to ensure successful delivery of product within timeline
• 10. Collaborate with project teams, technical teams and stakeholders to map current ('As-Is') and future ('To-Be') process flows and to maintain up-to-date ecosystem process maps within the Agency
• 11. Analyse impact of requested changes and propose improvements to continuously address changing business needs

What we are looking for:

• Tertiary qualification in Computer Science, Information Systems, Information/Infocomm Technology, Computer or Electronics Engineering or related discipline
• Minimum 5 years of relevant software development, business analysis or project management working experience.
• Participated in at least one full software or product development cycles. Agile Methodology experience will be an advantage.
• Advantageous to have:
• Consulting or IT Business Analysis experience
• Business Analysis certification: Certified Business Analysis Professional™ (CBAP®), Certification of Competency in Business Analysis™ (CCBA®)
• Certified SCRUM Master
• Certified Product Owner (optional)
• Strong analytical, conceptualisation and problem-solving skills
• Ability to take a broad, strategic perspective as well as drill deep to understand business needs and challenges
• Team player with strong organization and people handling skills
• Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders
