Job summary

HTX (Home Team Science & Technology Agency) in Singapore is seeking a capable professional to assist the Deputy Director (MHQ ICT Systems) in overseeing the implementation and sustainment of MHQ’s ICT systems, ensuring compliance with IM8 and MHA directives while establishing governance frameworks.

You will engage with Home Team Departments and external vendors, manage requirements, drive delivery within budget, assess risks, and ensure secure, testable integration of hardware and software.

Qualifications

• Tertiary qualification in Engineering/Computer Science/Information Technology.
• 3–5 years of relevant working experience.
• Experience delivering system and software products.
• Good analytical, interpersonal, collaboration, communications, and facilitation skills.
• Competent, self-motivated, pro-active, dedicated, and responsible self-starter.
• Experience in Cloud Computing, Agile Methodologies, Data Analytics, Service Design/Design Thinking, low-code platforms is a plus.
• Certification in Project Management and Enterprise Architecture is an added advantage.

Responsibilities

• Oversee the planning, implementation, and sustainment of the MHQ’s ICT System, working closely with Home Team Departments project managers and IT solution providers/vendors.
• Consolidate requirements, obtain approval for project requirements, and ensure timely project delivery within the schedule and budget.
• Provide regular updates to WOG/MHA/HTX management on project progress and manage project risks.
• Identify potential project risks early and assess implications, recommending mitigating measures.
• Engage and manage stakeholders to deliver system.
• Ensure proper integration and testing of hardware and software components per contractual requirements.
• Prepare technical documents such as specifications, design documents, interface agreements, test plans and reports.
• Work with external agencies and HTDs to bring in necessary systems and data via interface agreements.
• Manage and ensure operational efficiency of MHQ ICT Systems, including vendor compliance, updates, budget management, and cybersecurity audit findings.

The Job Holder will assist Deputy Director (MHQ ICT Systems) to oversee the implementation and sustainment of MHQ’s ICT systems, ensure adherence to IM8 requirements & other WOG/MHA’s directives and establish ICT governance frameworks and internal processes.

The Policing Programme Management Centre (PPMC) supports the Singapore Police Force (SPF) in technological advancement and capability development. PPMC works closely with SPF users to identify key areas of need and cutting-edge technologies that can aid SPF in its mission: To prevent, deter and detect crime.

What You Will Be Working On

The job holder is responsible for the following:

• Oversee the planning, implementation, and sustainment of the MHQ’s ICT System, working closely with various stakeholders, including Home Team Departments (HTDs) project managers and IT solution providers/vendors.
• Consolidate requirements, obtain approval for project requirements, and ensure timely project delivery within the committed schedule and budget, ensuring project issues are timely resolved or escalated to management for attention.
• Provide regular updates to WOG/MHA/HTX management on project progress and manage project risks effectively.
• Identify potential project risks early and assess its implications to the organisation and project, and to recommend mitigating measures to manage the risks and minimise project delay.
• Effectively engage and manage all relevant stakeholders to deliver system.
• Ensure proper integration and testing of all hardware and software components so the system is delivered according to contractual requirements.
• Prepare technical documents such as technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports, if required.
• Work with external agencies and/or HTDs to bring in the necessary systems and data through proper technical interface agreements.
• Manage and ensure the operational efficiency of MHQ ICT Systems, including vendor compliance, hardware/software updates, and budget management, while also addressing cybersecurity audit findings and enforcing government-mandated ICT security measures.

What We Are Looking For

• Tertiary qualification in Engineering/ Computer Science/ Information Technology or relevant disciplines.
• Preferably more than 3-5 years of relevant working experience.
• Participated in delivering system and software product with past development experience.
• Good analytical, interpersonal, collaboration, communications, and facilitation skills.
• Competent, self-motivated, pro-active, dedicated, and responsible self-starter.
• Experience in implementation of projects in at least one of the following areas (Cloud Computing, Agile Methodologies, Data Analytics, Service Design/Design Thinking, low-code development platforms) will be an added advantage.
• Certification in Project Management and Enterprise Architecture will be an added advantage too. All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
