Job summary

HTX is Singapore's first S&T agency delivering transformative, operationally-ready homeland security solutions. The role focuses on market research, vendor engagement, and end-to-end project management for capability delivery, ensuring governance and cybersecurity across systems.

Ideal candidates hold a relevant engineering/CS/IT degree and 3–5+ years of experience, with a strong interest in technology, and PMP certification being an advantage. Two-year contract upon onboarding.

Ministry of Home Affairs HQ & Training Programme Management Centre (MTPMC) serves as the central unit responsible for managing MHQ-centric ICT projects, as well as Ministry of Home Affairs (MHA)’s training systems across the Home Team Departments (HTDs).

What You Will Be Working On

• Market Research & Vendor Engagement
  • Perform active and ongoing market research across identified capability demand areas.
  • Engage vendors and industry partners to assess emerging technologies, evaluate fit-for-purpose solutions, and inform capability planning decisions.
• Project Management
  • Lead end-to-end project management for capability delivery projects, encompassing the following:
  • Engage and manage all relevant stakeholders throughout the project lifecycle to develop capability requirements, co-create user journeys, and manage user expectations effectively.
  • Support the Deputy Director/Head in obtaining approval for Requirement papers, and ensure projects are delivered on time and within budget, with issues promptly resolved or escalated as appropriate.
  • Prepare technical documentation including technical specifications for tenders, system design documents, technical interface agreements, and test plans such as Factory Acceptance Tests and On-Site Acceptance Tests.
  • Ensure all systems meet cybersecurity and governance requirements, and that hardware and software components are properly integrated and tested in accordance with contractual obligations.
  • Oversee post-delivery (Day 2) activities to ensure smooth transition, operationalisation, and sustained performance of delivered capabilities.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
