Job summary

HTX is Singapore’s national Science and Technology agency delivering transformative and operationally ready solutions for homeland security. The role focuses on planning, integration and delivery of cutting‑edge training systems across the Home Team, while sustaining systems throughout their lifecycle.

The successful candidate will manage requirements, engage diverse stakeholders, ensure cybersecurity and regulatory compliance, and drive system delivery within approved timelines and budgets.

Qualifications

  • Tertiary qualification in Engineering/Computer Science/Information Technology or relevant disciplines.
  • At least 3–5 years in software engineering, systems engineering, business analysis, product management, project management or related domains.
  • Demonstrated capability in requirements discovery, analysis and solutioning, translating business processes into product requirements and delivery outcomes.
  • Experience engaging business users, system owners, vendors, developers, and technical teams to align priorities and deliver outcomes.
  • Knowledge of project management methodologies and digital technologies including APIs, cloud platforms, and cybersecurity principles.

Responsibilities

  • Oversee planning, implementation, and sustainment of training systems with HTX stakeholders.
  • Define and prioritise product/system requirements and drive delivery of digital products/projects.
  • Provide regular progress updates to management and manage risks.
  • Identify risks early and recommend mitigations to minimise delays.
  • Ensure proper integration and testing of hardware and software components against contractual requirements.
  • Prepare technical documents such as specifications, system design documents, and test reports.
  • Coordinate with external agencies and Home Team Departments to obtain necessary systems and data.
  • Manage operational efficiency of training systems, including vendor compliance and cybersecurity measures.

What the role is:

However, a good team of HTX engineers will help to bring these possibilities and benefits to reality. The Job Holder will assist Head (Digital Engineering, Training Systems) to spearhead the planning, integration and delivery of cutting‑edge training‑system solutions for the Home Team, while ensuring the continuity and sustainment of operational systems throughout their lifecycle.

What you will be working on:
  • Oversee the planning, implementation, and sustainment of training systems, working closely with various stakeholders, including HTD project managers and solution providers/vendors.
  • Work with stakeholders across HTDs to understand business needs, define and prioritise product and/or system requirements, secure stakeholder endorsement, and drive the successful delivery of digital products and/or projects. Ensure delivery outcomes are aligned with user needs, organisational objectives, approved timelines, and budget, while proactively managing project risks, dependencies, and issues.
  • Provide regular updates to WOG/MHA/HTX management on project progress and manage project risks effectively.
  • Identify potential project risks early and assess its implications to the organisation and project, and to recommend mitigating measures to manage the risks and minimise project delay.
  • Effectively engage and manage all relevant stakeholders to deliver system.
  • Ensure proper integration and testing of all hardware and software components so the system is delivered according to contractual requirements.
  • Prepare technical documents such as technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports, if required.
  • Work with external agencies and/or Home Team Departments (HTDs) to bring in the necessary systems and data through proper technical interface agreements.
  • Manage and ensure the operational efficiency of the training systems, including vendor compliance, hardware/software updates, and budget management, while also addressing cybersecurity audit findings and enforcing government‑mandated security measures.
What we are looking for:
  • Tertiary qualification in Engineering/Computer Science/Information Technology or relevant disciplines.
  • At least 3-5 years in software engineering, systems engineering, business analysis, product management, project management or related domains.
  • Demonstrated techno‑functional capability in requirements discovery, analysis, and solutioning, with the ability to translate business processes, operational needs, and technical considerations into product requirements, user stories, functional specifications, acceptance criteria, and delivery outcomes. Able to evaluate solution options and work across business, engineering, cybersecurity, and vendor teams to deliver secure, scalable and sustainable digital systems.
  • Demonstrated stakeholder management and collaboration skills, with experience engaging business users, system owners, vendors, developers, and technical teams to align priorities, manage competing requirements and expectations, and drive successful delivery outcomes.
  • Good understanding of project management methodologies and/or product‑centric delivery approaches, as well as digital technologies and enterprise systems, including application architecture, systems integration, APIs, cloud platforms, cybersecurity principles, and software delivery lifecycles.
  • Relevant experience and/or professional certifications in areas such as Project/Product Management, Agile Delivery, Design Thinking, User‑Centred Design, Digital Transformation, Business Analysis, Enterprise Architecture, Cloud Technologies, Cybersecurity, or Application Development will be an added advantage.
