Job summary

HTX (Home Team Science & Technology Agency) seeks a senior technical leader to drive the development and management of core digital systems supporting policing operations across SPF units. You will guide the evolution of SMS-based applications, digital registry and mobile apps to ensure security and reliability for homeland security needs.

Qualifications

• Bachelor's degree in Computer Science, IT, Engineering or related STEM field.
• 5–7 years of software engineering, system architecture, or technical project management in government or enterprise settings.
• Strong knowledge of cloud tech, especially Microsoft Azure; some sovereign cloud/hybrid infra experience a plus.
• Familiarity with Singapore Government ICT policies, cybersecurity standards and data governance.
• Experience with government procurement and vendor management in public sector.
• PMI/PMBOK or Scrum/Agile certs preferred; UX and mobile app usability knowledge a plus.
• Experience with enterprise content management, workflow design, and system integration.

Responsibilities

What The Role Is

In this position, you will lead the development, management and enhancement of key digital systems that support policing operations across multiple domains. You will drive the technical evolution of SMS-based application systems, digital registry solutions, document content management platforms, and mobile applications, ensuring these key systems remain robust, secure, and operationally effective in supporting Singapore's homeland security objectives.

The Policing Programme Management Centre (PPMC) supports the Singapore Police Force (SPF) in technological advancement and capability development. PPMC works closely with SPF users to identify key areas of need and cutting-edge technologies that can aid SPF in its mission: To prevent, deter and detect crime.

What You Will Be Working On

Technical Leadership & System Development

• Lead the architecture, design, and implementation of SMS-based application systems, ensuring reliable delivery of capabilities for emergency response and operational deployment scenarios across SPF units.
• Drive the development and enhancement of digital registry filing systems, document management solutions, focusing on data integrity, workflow automation, and compliance with government record-keeping standards
• Oversee the product lifecycle management of Android mobile applications, from conceptualisation through deployment and ongoing enhancement based on operational feedback
• Manage system integration across application systems and mobile platforms within MHA systems, ensuring seamless data flow and operational interoperability

Project & Product Management

• Manage end-to-end project lifecycles from requirements gathering through deployment, coordinating with multiple stakeholders across Home Team departments to deliver integrated solutions that meet diverse operational needs
• Develop comprehensive project plans, manage budgets, and ensure deliverables are completed on time and within scope while maintaining high quality standards across multiple concurrent initiatives
• Conduct product roadmap planning and prioritisation for both enterprise systems and mobile applications, balancing immediate operational requirements with long-term strategic technology objectives
• Lead cross-functional project teams to deliver complex technical solutions, managing resource allocation and coordinating between internal development teams and external vendors

Cloud Infrastructure & Mobile Device Management

• Architect and manage application system solutions for deployment into sovereign cloud infrastructure, ensuring optimal performance, scalability, and cost-effectiveness for enterprise applications
• Familiar with mobile device management (MDM) solutions, ensuring secure deployment, configuration, and maintenance of mobile applications across government devices
• Implement comprehensive cybersecurity measures in accordance with government security frameworks and policies or CIS standards, conducting regular security assessments for both enterprise systems and mobile applications
• Ensure compliance with data protection regulations and government ICT policies while maintaining system availability and performance standards across all managed platforms

Stakeholder Engagement & Governance

• Collaborate with Home Team departments to understand operational requirements and translate business needs into technical specifications for both enterprise systems and mobile solutions
• Facilitate technical discussions with vendors, internal teams, and government stakeholders to ensure alignment on solution approaches and delivery timelines across multiple technology domains
• Engage with end users to gather requirements, conduct user acceptance testing, and facilitate training programs for new system deployments and mobile application rollouts
• Maintain comprehensive documentation and provide regular progress updates to management and key stakeholders on system performance and enhancement initiatives

Essential Requirements

What we are looking for

• Bachelor's degree in Computer Science, Information Technology, Engineering, or related STEM discipline
• Minimum 5-7 years of experience in software engineering, system architecture, or technical project management roles within government or enterprise environments
• Strong understanding of cloud technologies, particularly Microsoft Azure platforms, with some experience (optional) in sovereign cloud environments and hybrid infrastructure management
• Comprehensive knowledge of Singapore Government ICT policies, including IM8 framework, cybersecurity standards, and data governance requirements will be advantageous
• Experience with government procurement processes and vendor management in public sector environments will be beneficial
• Professional certifications in Project Management Professional (PMP), Certified Scrum Master, or Product Management disciplines
• Understanding of user experience (UX) design principles and mobile application usability testing methodologies
• Advantageous with proven experience with enterprise content management systems, including workflow design, system administration, and integration capabilities
• Advantageous with experience in SMS gateway systems, telecommunications infrastructure, or mass communication platforms
• Advantageous with knowledge of mobile device management platforms
• Advantageous with familiarity with document digitisation, optical character recognition (OCR), and automated document processing technologies
• Background in Android mobile application development and mobile device management solutions, with understanding of enterprise mobility security requirements
• Proficiency in system integration, RESTful APIs, and enterprise application architecture patterns across multiple platforms
• Experience with mobile application security frameworks, encryption standards, and secure coding practices for government applications
• Knowledge of database management, data migration, and system performance optimisation techniques for both enterprise and mobile environments
• Understanding of agile development methodologies and DevOps practices for continuous integration and deployment
• Strong leadership and communication skills with ability to influence and collaborate with diverse stakeholders across technical and operational teams
