Job summary

Singapore National Eye Centre seeks a Manager to serve as the primary IT Finance Partner, overseeing budgets, transfer pricing, and financial reporting for major technology investments across SingHealth's IT landscape.

You will collaborate with the Group Chief Information Office, Digital Health Office, and finance teams to ensure equitable cost allocation and strong financial stewardship of IT resources.

Qualifications

• Bachelor's Degree in Accounting or professional accounting qualification; Chartered Accountant preferred.
• Minimum 6 years of experience in accounting or finance.
• Healthcare setting experience preferred.
• Strong communication and ability to work in a dynamic environment.
• Independent, deadline-driven, and meticulous with data-driven decision making.

Responsibilities

• Manage annual Group IT budget development and monitoring.
• Analyse total cost of ownership for key technology solutions.
• Review cluster-level transfer price keys for equitable cost allocation.
• Coordinate quarterly reporting for major IT initiatives.
• Validate billing calculations and support AI spend tracking.
• Develop IT finance guidelines and cluster-level business processes.
• Determine accounting treatments for IT expenditures and ad hoc feasibility studies.
