Job summary

Internal Security Department (ISD) is seeking an experienced Infrastructure Executive (Facilities and Project) in Singapore to lead new building facilities development, M&E testing and post-construction documentation, while overseeing maintenance and contractor performance.

You will coordinate procurement for FM, oversee daily operations, and drive digitalisation and sustainability in building management, with strong emphasis on stakeholder collaboration and records management.

Qualifications

  • At least 8 years of facilities and project management experience in commercial / institutional / healthcare / hospitality facilities.
  • Familiar with Public Sector procurement procedures and contracts administration.
  • Strong analytical, multitasking, and stakeholder coordination skills.
  • Self-motivated, proactive, detail-oriented.
  • Excellent interpersonal, communication and organizational skills.
  • Proficient in MS Office; familiarity with AutoCAD and BIM preferred.
  • Singaporeans only.

Responsibilities

  • Involved in development and takeover of new building facilities, testing and commissioning of M&E systems, and ensuring up-to-date post-construction docs.
  • Prepare procurement documents and drawings for FM, Building & M&E maintenance, and A&A works.
  • Oversee daily operations, inspections and maintenance of building systems and facilities.
  • Manage FM contractors to ensure performance and quality standards.
  • Conduct preventive and corrective maintenance audits; drive sustainability, automation, and digitalisation.
  • Manage A&A and interior fit-out projects from budgeting to completion.
  • Identify issues and propose improvements to facilities operations and efficiency.
  • Track inventory of building assets.
  • Coordinate user requests and ensure timely updates/closure.
  • Maintain records and contractual correspondence.

What The Role Is

As an Infrastructure Executive (Facilities and Project), you will be involved in the operation, inspection and maintenance of new building facilities and M&E systems.

What You Will Be Working On

1. Be involved in the development and taking-over of new building facilities with respect to testing & commissioning of M&E systems, collation of building & system defects, inspection of rectification works as well as ensuring post-construction documentation (such as asset list, operational & maintenance manuals, system / product warranties, as-built documents / drawings, etc) are updated / submitted promptly and filed systematically.

  • Prepare documents & drawings for the procurement of contracts & services for Facilities Management (FM), Building & M&E Maintenance, Upgrading / Retrofitting Work (including drafting of specifications, calling of tenders/ quotations, evaluation and award recommendations).
  • Oversee the daily operations, periodic inspections and maintenance of building infrastructural systems and facilities
  • Manage and oversee the FM Contractor(s)/sub-contractors to ensure performance efficacy and quality standards are achieved.
  • Conduct preventive & corrective maintenance audits and implement measures for environmental sustainability, automation, innovation and digitalisation.
  • Manage rectification work, additions & alternations (A&A) and interior fit-out projects (from conceptualisation, budgeting, execution and completion) within approved objectives, timeline and budget.
  • Identify potential issues/ areas for improvement to enhance facilities operations, building maintenance standards and efficiency and propose viable solutions/ suggestions.
  • Track & update inventory of building assets.
  • Coordinate and handle users’ requests & feedbacks and to ensure timely updates/ closure with the users.
  • Maintain good records / archives of all work & contractual correspondence.
What We Are Looking For

1. Analytical reasoning, data synthesis and analysis

  • Have at least 8 years working experience in facilities and project management (e.g. retro-fitting / A&A work) for commercial / institutional / healthcare / hospitality facilities.
  • Be familiar with Public Sector procurement procedures and contracts administration.
  • Be a team player with strong analytical skills and is able to multi-task, work independently and collaboratively with stakeholders.
  • Be self- motivated, proactive, resourceful and has a keen eye for details.
  • Have good interpersonal, communication and organisational skills.
  • Be adept at administrative work, project and maintenance information management.
  • Be competent in the use of MS Office (Words, Excel, Powerpoint, etc), Tele-Conferencing Tools (MS Teams, Skype) and Sharepoint.
  • Preferably be competent in the use of Auto-Cad and Building Information Modelling (BIM).
