Job summary

GovTech Singapore is looking for an IT Audit Officer to support the Government Financial Statements audits. The role involves conducting IT audits, preparing reports, and ensuring effective remediation of audit findings. Applicants should have at least 3 years of relevant experience, tertiary qualifications in IT-related fields, and knowledge of relevant systems. You will be seconded to the Information Technology (IT) Audit Department of the Auditor-General’s Office (AGO) and be responsible for carrying out IT audits to support the audit of the Government Financial Statements (GFS), other Financial Statements audits, thematic and selective audits of public sector entities. These IT audits are to ascertain the adequacy and effectiveness of controls in Government ICT systems and processes.

You will begin with an intensive three to six months training programme under our experienced IT Audit Shared Services Central team in GovTech, where you will build essential skills before taking on IT Audit Officer role at AGO.

You will formally report to GovTech Director, ICT Audit Shared Services for performance appraisal, with inputs from AGO Audit team.

What you will be working on

• Develop a good understanding of the Government ICT environment, key developments and growing trends relevant to Government ICT audits (e.g., control requirements in the Government Instruction Manual on ICT&SS Management, use of cloud computing, greater automation of processes, block chain technology, etc.)
• Assist the project lead in planning and conducting IT audits on ICT systems and processes of the Government and public sector entities. This includes identifying control weaknesses and areas for improvement, obtaining the necessary audit evidence to support the audit conclusions and observations, and preparing the necessary working papers and reports. As part of evidence gathering to support the audit conclusions, you will also be required to interview auditees, analyse system configurations, and perform system logs analysis.
• Work with auditees to assess the state of internal processes and controls and identify recommendations to address the control gaps.
• Prepare draft audit reports to ensure that they clearly communicate audit observations, audit concerns and recommendations to address any lapses.
• Validate audit findings to ensure remediation action is effective and root causes have been addressed.
• Perform other duties and responsibilities as assigned by supervisor.

What we are looking for

• Due to the nature of the role and access to sensitive information, appointment to this role is limited to Singapore Citizens.
• Tertiary qualifications in Computer Science, Computer Engineering, Information Systems studies or equivalent.
• Candidates must possess at least 3 years of relevant experience in auditing IT systems.
• Knowledge in scripting language e.g., python, would be an advantage.
• Possess a good understanding of Operating Systems, Databases, Networks or Enterprise Applications. A good understanding of the IT environment/key systems of the Government and public entities would be an advantage.
• Possess strong analytical, communication and interpersonal skills.
• Professional certification such as CISA (Certified Information Systems Auditor) or equivalent (e.g., CISSP) is preferred.
• Good written and verbal communication and presentation skills.
