1.HR Team Management & Leadership
- Supervise and manage the HR team.
- Delegate work, monitor performance and ensure timely completion of HR matters.
- Coach, train and develop HR team members.
- Handle escalation of complex HR matters.
2.HR Operations, Recruitment & Manpower Planning
- Oversee daily HR operations and employee administration.
- Manage end-to-end recruitment, onboarding and offboarding.
- Conduct manpower planning and mass recruitment when required.
- Monitor employee turnover and manpower requirements.
3.Payroll & HRMS / Info-Tech
- Oversee monthly payroll, salary adjustments, overtime, allowances, deductions, leave and attendance.
- Ensure accurate CPF and statutory payroll processing.
- Manage employee records and payroll through Info-Tech HRMS / Payroll /Attendance / Leave systems.
- Review payroll reports and resolve payroll discrepancies.
4.IRAS, IR8A / AIS & IR21
- Oversee annual employment income reporting, including IR8A and Auto-Inclusion Scheme (AIS) requirements.
- Manage IR21 tax clearance for applicable foreign employees.
- Handle employment-related tax matters and taxable benefits.
- Liaise with IRAS where required and ensure proper documentation and timely submission.
5.MOM, Employment Law & Statutory Compliance
- Ensure compliance with the Employment Act and relevant MOM requirements.
- Maintain proper employment contracts and Key Employment Terms (KETs).
- Ensure correct administration of statutory leave, working hours, overtime, rest days, public holidays and salary payment requirements.
- Keep updated on changes to Singapore employment legislation.
6.Foreign Manpower & Work Pass Management
- Manage and oversee EP, S Pass and Work Permit matters where applicable.
- Monitor work pass applications, renewals and cancellations.
- Manage and monitor foreign worker quota utilisation, levy and relevant employer requirements.
- Ensure proper documentation and compliance for foreign employees.
7.Employee Relations, Disciplinary & Termination Matters
- Handle employee grievances, workplace conflicts and employee relations issues.
- Manage disciplinary cases, investigations and misconduct matters.
- Advise Management on appropriate HR actions.
- Handle resignation, termination and retrenchment processes appropriately.
- Maintain proper documentation for employee-related cases.
8.Statutory Compliance, WICA & PDPA
- Maintain knowledge of WICA (Work Injury Compensation Act) and manage HR processes relating to workplace injuries.
- Ensure proper handling and documentation of work injury matters.
- Ensure employee personal information is handled in accordance with PDPA and company confidentiality requirements.
- Maintain proper and secure employee records.
9.Performance, Training & Development
- Manage probation, performance appraisals, KPIs and performance improvement plans.
- Identify training needs and coordinate employee development programmes.
- Manage relevant training subsidies and funding.
- Support employee career development and succession planning.
10.Government Grants & Workforce Schemes
- Identify relevant government grants and workforce support schemes.
- Maintain knowledge of applicable SkillsFuture, WSG, Enterprise Singapore and other manpower/training grants.
- Manage grant applications, supporting documents, claims and compliance requirements.
- Advise Management on applicable schemes and funding opportunities.
11.HR Policies, SOPs & Process Improvement
- Develop, review and implement HR policies and SOPs.
- Ensure HR procedures are consistent and compliant.
- Strengthen HR documentation and internal controls.
- Identify opportunities to improve HR efficiency through systems and process automation.
12.HR Reporting, Management Support & People & Culture
- Prepare HR reports covering headcount, turnover, absenteeism, payroll, manpower costs, recruitment and other HR KPIs.
- Provide HR advice and recommendations to Management.
- Support manpower planning and organisational development.
- Drive employee engagement, retention and People & Culture initiatives.
- Support Management in building a positive and professional workplace culture.
Requirements
- Minimum 3–6 years of relevant HR experience.
- Proven experience supervising and managing a team of employees.
- Strong knowledge of Singapore employment law and MOM requirements.
- Practical knowledge of IR8A / AIS and IR21 / IRAS employment tax matters.
- Strong payroll and CPF knowledge.
- Experience with Info-Tech HRMS / Payroll / Attendance / Leave systems or equivalent.
- Knowledge of EP, S Pass and Work Permit matters.
- Knowledge of WICA and PDPA.
- Experience handling employee relations, disciplinary and termination matters.
- Knowledge of relevant government grants and workforce/training schemes.
- Strong recruitment and manpower planning experience.
- Strong leadership, communication and problem-solving skills.
- Able to independently oversee the HR function and provide professional HR advice to Management.
