Job summary

Sembcorp Specialised Construction in Singapore seeks a dedicated HSE Officer to support the implementation of health, safety and environment requirements across corporate and project operations.

You will conduct audits, inspections and assurance activities, monitor findings and drive corrective actions, and assist with HSE trainings and ISO management systems certifications, with a careful focus on Singaporean eligibility.

Qualifications

• Specialist Diploma in WSH or equivalent for WSHO registration.
• Registered WSH Officer with the MOM.
• Registered ECO(SCS) with the NEA.
• Minimum 3 years of relevant HSE experience, preferably in the construction industry.
• Understanding of ISO 45001 and ISO 14001 management systems.
• Experience in HSE audits, inspections, compliance monitoring or assurance activities will be an advantage.
• Knowledge or experience in digital technologies, data analytics and process automation will be an advantage.
• Proactive, responsible and adaptable, with a strong commitment to workplace safety and environmental protections.
• Due to the sensitive nature of the job, only Singaporean candidates will be considered.

Responsibilities

• Compile, analyse and report HSE performance data, statistics and dashboards.

• Assist with HSE management systems, Certifications and digital solutions.
• Undertake Project HSE Officer responsibilities when required.

Purpose and Scope

Support the implementation of HSE requirements, including applicable legal and regulatory requirements, company policies, procedures, standards, across corporate and project operations.

Roles & Responsibilities:

• Support the implementation of HSE requirements, including applicable legal and regulatory requirements, company policies, standards and procedures across corporate and project operations.
• Conduct HSE assurance activities, including inspections, audits, compliance verification and assurance reviews to evaluate the effectiveness of HSE controls and management systems.
• Monitor, track and HSE findings, incidents and corrective actions to ensure timely closure and continual improvement.
• Compile, analyse and report HSE performance data, statistics, and dashboards to support management reporting and decision-making.
• Support HSE training, competency development, campaigns and awareness programmes, and monitor compliance with mandatory training requirements.
• Support the implementation and administration of HSE management systems, certifications and digital solutions, including ISO 45001, ISO 14001, bizSAFE and other HSE initiatives.
• Depending on business and project requirements, undertake Project HSE Officer responsibilities, including the implementation of site HSE programmes and compliance activities.
• Undertake any other duties assigned by Management.

Requirements:

• Specialist Diploma in WSH or equivalent for WSHO registration.
• Registered WSH Officer with the Ministry of Manpower (MOM).
• Registered ECO(SCS) with the National Environment Agency (NEA).
• Minimum 3 years of relevant HSE experience, preferably in the construction industry.
• Understanding of HSE legal and regulatory requirements
• Understanding of ISO 45001 and ISO 14001 management systems.
• Experience in HSE audits, inspections, compliance monitoring or assurance activities will be an advantage.
• Knowledge or experience in digital technologies, data analytics and process automation will be an advantage.
• Good analytical, communication and stakeholder management skills.
• Strong understanding of HSE legal requirements and management systems (e.g., ISO 45001, ISO 14001).
• Proficient in Microsoft Office applications.
• Experience in HSE assurance, audits, inspections or compliance monitoring will be an advantage.
• Knowledge or experience in AI, digital technologies, data analytics or automation tools to support HSE reporting, analysis, process improvement and digitalisation initiatives will be an advantage.
• Proactive, responsible and adaptable, with a strong commitment to workplace safety and environmental protections.
