Job summary

Citi Singapore seeks a globally experienced leader to head the Strategy, Execution & Transformation function within Cyber Security Operations. You will own the Book of Work across SOC, OSVM and CSFC, linking strategy to day-to-day delivery and ensuring resources, risk and priorities align with enterprise goals.

This role requires senior stakeholder engagement, governance rigor, and the ability to translate complex programs into concise, decision-ready reporting for CSO, executives and the Board.

Qualifications

• Bachelor's degree or related experience; Master's preferred.
• 10+ years of program/portfolio management, strategy execution, governance, or transformation in cybersecurity/technology/finance.
• Experience leading multi-disciplinary teams in a global, matrixed organization.
• Experience building or operating Book of Work, PMO, or portfolio governance frameworks.
• Experience presenting to senior leadership and board risk committees.

Responsibilities

• Own end-to-end governance of Cyber Security strategic objectives, ensuring documents, KPIs, and risk alignment.
• Direct the Book of Work governance framework across SOC, OSVM, and CSFC.
• Lead the strategic objective lifecycle (definition, planning, execution, review) with traceable decisions.
• Oversee the Measures of Success function, including metric definitions and monthly reporting.
• Ensure executive reporting and governance communications to CSO, executives, and board bodies.
