Job summary

Ministry of Education HQ NCC invites applications for the Head (Administration & Finance) to support character and citizenship education outcomes through corps administration. The role is based at HQ NCC, Singapore address: 229 Ang Mo Kio Street 66, Amoy Quee Camp.

You will lead Admin, Registry, Promotion & Protocol, and Finance sections, oversee manpower administration, staff documentation, and governance, and manage budgets while liaising with MOE, MINDEF/SAF and external agencies.

Qualifications

• At least 3 years in a managerial position in finance, HR or administration
• Strong understanding of manpower administration, compliance and financial controls
• Experience in process redesign, digitalisation or admin system implementation would be advantageous
• Meticulous, organised and able to exercise sound judgement
• Familiarity with data analytics, automation tools or AI-enabled solutions to improve workflow

What the role is:

The Head (Administration & Finance) is a key member of Headquarters National Cadet Corps (HQ NCC) under the Character and Citizenship Education Branch (CCEB) in Student Development Curriculum Division 1 (SDCD1). You are responsible for supporting character and citizenship education outcomes in NCC through effective corps administration. You will be based in HQ NCC (229 Ang Mo Kio Street 66, #01-02, Amoy Quee Camp, Singapore 567759).

What you will be working on:

• Lead and oversee the Admin & Registry, Promotion & Protocol, and Finance Section of HQ NCC
• Oversee HQ NCC manpower administration, personnel records, confidential reporting and staff documentation
