Job summary

Manpower Staffing Services (Singapore) Pte Ltd seeks an Engineering Lead responsible for owning all engineering activities across global offices, including process, mechanical, electrical, instruments, controls, piping design and structural. You will work with the PM, Procurement Lead and project services to deliver in line with the as-sold requirements.

The role requires coordinating design reviews, managing changes, guiding subcontractors, and mentoring junior engineers to ensure on-schedule,

Responsibilities

• Understand the as-sold engineering scope of supply and communicate that to the engineering functions on the project.
• Act as the technical point of contact with the Client’s engineering leads.
• Ensure the project is executed in accordance with company practices and work instructions.
• Generate and develop the project engineering scope of work and execution plans.
• Develop the work share execution plan with other offices.
• Subcontract specialist engineering activities to outsourced companies as required.
• Provide project hour estimating, planning, and forecasting for all engineering functions.
• Review, approve and control hours on a project.
• Coordinate and facilitate design reviews.
• Manage engineering change management and generate MOCs as required.
• Write technical fabrication contracts and manage the technical aspects of the contract.
• Support proposals, sales, projects and aftermarket departments/activities as required.
• Work with project managers and planner to develop the Project Schedule.
• Provide input to Lessons Learned and update tools and processes.
• Visit global fabricators during pre-award, manufacture, and FAT as required.
• Initiate Technical clarifications/deviations for client submissions during project execution.
• Plan and monitor engineering deliverables for submission on schedule.
• Prepare/coordinate deliverables like Equipment list, MDL, Weight control report, etc.
• Attend bid clarification meetings, kick-off meetings and design reviews.
• Check and approve the work of others as required.
• Provide coaching and mentoring of junior engineers.
• Review project specifications and incorporate requirements into Client design/equipment procurement specs.
• Represent engineering in coordination with PM and Supply Chain to ensure successful project completion across all phases.
• Liaise with third party agencies to ensure contractual compliance.
