Job summary

The National Institute of Education (NIE) in Singapore is seeking an Assistant Head/Payroll to lead payroll operations within the Finance Department, ensuring compliance with CPF Act, Employment Act and Income Tax Act, and to monitor manpower budgets and forecast expenditure.

The role requires a university degree in Accountancy or related field, at least 5 years of accounting and managerial experience, ISCA membership, and strong communication and analytical skills.

Qualifications

• A University degree in Accountancy or a related field.
• At least 5 years of accounting and managerial experience.
• A member of the ISCA (The Institute of Singapore Chartered Accountants).
• Strong interpersonal, organizational, communication and writing skills.
• Strong conceptualization and analytical skills.
• Highly proficient in Microsoft Office Applications.

Responsibilities

• Administer Payroll and related statutory requirements (e.g. CPF Act, Employment Act, Income Tax Act).
• Monitor manpower budget and forecast manpower expenditure.
• Administer operating budget.
• Oversee Overseas Travel claims.
• Oversee self-financing and conference fund accounting matters.
• Administer NIE Insurance Policies.
