Job summary

Ang Mo Kio Town Council is seeking a Finance Manager to support financial planning, analysis, reporting, and governance over operating and capital expenditures. The role drives digitalisation and automation to enhance finance processes and reporting efficiency.

The successful candidate will have a degree in Accounting/Finance, professional certifications (ACCA/CPA), and at least 5 years of experience in financial analysis, accounting, or audit.

Qualifications

• Degree in Accounting, Finance, or related discipline.
• Professional certifications (e.g., ACCA, CPA) will be an advantage.
• 5 years of experience in financial analysis, accounting, or audit.
• Hands-on, down-to-earth individual with initiative and willingness to learn.
• Strong analytical skills with attention to detail and accuracy.
• Proficiency in Microsoft Excel, PowerPoint, and financial reporting tools.
• Experience with digitalisation tools (e.g., Power BI, RPA, digital workflows) is preferred.
• Good understanding of audit, tax, and financial governance.
• Ability to work independently, meet deadlines, and handle multiple tasks in a fast-paced environment.
• Strong communication and stakeholder management skills.

Responsibilities

• Prepare monthly trend reports, Cashflow Dashboard, Division I&E report for management review.
• Perform variance analysis on revenue, OPEX, and CAPEX.
• Monitor budgets against allocations, grant claim progress.
• Support preparation of management reports, dashboards, and Finance Committee papers.
• Support the annual budget and forecast cycles.
• Consolidate inputs, validate assumptions, and contribute to budget analysis.
• Maintain accurate financial records and assist with monthly closing activities.
• Coordinate audit activities and respond to audit queries.
• Participate in finance digitalisation and automation projects.
• Undertake other duties as assigned by management.
