Job summary

SingHealth Group invites a Senior Assistant Manager / Manager to shape the financing of Singapore's largest public healthcare cluster. You will manage capitation subventions, develop funding frameworks, and perform analytics to guide policy and budgeting decisions.

Lead cost containment with data-driven insights and align metrics with Health System Goals. You will engage MOH and cluster stakeholders to optimize funding models.

Qualifications

• Master's or Bachelor's degree in Accounting, Business, Economics, Statistics, Engineering, or a related discipline.
• Minimum 4 to 6 years of relevant work experience, preferably in healthcare, public sector, finance, or related complex environments.
• Experience in financial planning, policy analysis, business analytics, healthcare financing, or performance management.
• Experience leveraging data analytics, programming, and visualization tools to develop dashboards, perform financial modelling, and generate actionable insights.

Responsibilities

• Support allocation and disbursement of capitation subvention across SingHealth institutions.
• Develop and review subvention frameworks ensuring fair, transparent funding.
• Perform subvention computations for budgeting, forecasting, and disbursement.
• Ensure MOH reporting and other regulatory obligations are met.
• Drive cost containment and efficiency improvements across the cluster.
• Develop dashboards and management reports for leadership with performance insights.
• Contribute to P4P framework development aligning incentives with health outcomes.
• Collaborate with MOH and cluster stakeholders on SuSy data and policy enhancements.
