Join SingHealth's Group Finance – Central Office team and play a pivotal role in shaping the long-term financial sustainability of Singapore's largest public healthcare cluster. You will work at the intersection of finance, strategy, and infrastructure, partnering closely with Ministry of Health (MOH), public healthcare institutions, and cross-functional teams to ensure that major development projects are well-funded, well-managed, and financially sound.

We are seeking a Senior / Manager to oversee the financial operations of infrastructure projects across the SingHealth Cluster. This role is central to ensuring that capital and operating expenditure is accurately tracked, funding from MOH is secured and utilised appropriately, and senior management is equipped with the financial insights they need to make informed decisions on strategic infrastructure investments.

What You Will Do:

You will be responsible for the end-to-end financial management of infrastructure development projects, from budget submission and month-end closing to funding claims and long-term financial forecasting. This includes ensuring that capital and operating expenditure budget purchase requisitions are properly submitted and approved in accordance with the Hospital's Approval Matrix, and that all accounting entries are completed accurately and on time in compliance with Singapore Financial Reporting Standards (SFRS) and internal policies.

A significant part of your role involves managing MOH-funded projects — tracking funding claims, monitoring utilisation, coordinating MOH queries, and preparing funding submissions to ensure that actual spending remains within approved scopes and sums. You will liaise closely with project managers, Development and Commissioning Secretariats, and the 1FSS-FA team on the costing and capitalisation of development projects, and maintain up-to-date records of meetings and funding status across all active infrastructure projects.

You will also lead the annual workplan and budget cycle for capital and operating expenditures, which includes evaluating budget requests, engaging support service departments for verification, preparing budget presentation slides, and presenting findings to SingHealth HQ senior management at forums such as the SingHealth Infrastructure Committee (SIC) and the SingHealth Sub-Board Property Committee. Quarterly updates to SGH senior management on the SingHealth Infrastructure Programme (SIP) will also fall within your remit.

Beyond operational finance, you will develop and maintain financial models to support strategic decision-making and long-term planning for infrastructure investments. This includes applying data analytics to optimise programme deliverables and developing analytics strategies that align with broader programme objectives. You will also provide value-added financial support to clinical and operational partners, helping them understand their operating expenses and financial performance in the context of infrastructure development.

Job Requirements:

• Bachelor's Degree in Business, Finance, Accounting, or a related field

• At least 6 years of relevant experience in finance, with exposure to financial closing processes and financial audits

• Experience managing infrastructure or development projects will be an advantage

• Familiarity with government funding processes, including application, claims submission, and reporting

• Prior experience in a healthcare setting is preferred

• Knowledge of SAP will be advantageous

• Strong business and strategic acumen, with the ability to develop financial models and translate complex data into actionable insights

• Excellent communication and interpersonal skills, with the ability to engage and gain buy-in from a diverse range of stakeholders

• Ability to manage cross-functional and institutional relationships in a dynamic, fast-paced environment

• Systematic, meticulous, and well-organised, with strong prioritisation skills
