Job summary

Building and Construction Authority - BCA in Singapore is seeking individuals to manage private estate upgrading projects under the Estate Upgrading Programme. You will oversee the full project cycle, including planning, tendering, and contract administration, while coordinating with authorities and grassroots representatives.

The role requires a tertiary construction-related qualification and at least 5 years of relevant experience, with strong communication and interpersonal skills.

Qualifications

• Tertiary qualification in any construction-related discipline.
• At least 5 years of experience managing civil engineering or building/estate upgrading projects.
• Experience in preparing and calling tenders, managing consultants and contractors, administering contracts, and managing budgets/cashflow.
• Good knowledge of government procurement procedures.
• Strong written and oral communication and inter-personal skills.

Responsibilities

• Involved in the full project cycle, including planning, consultation with clients and users, and liaison with authorities.
• Prepare tenders to appoint consultants and contractors and oversee contract administration.
• Liaise with grassroots leaders and residents during project delivery.
