Job summary

Public Service Division in Singapore is seeking a procurement professional to shape and drive the Authority’s procurement function. You will support governance, provide practical advice, and contribute to policy improvements across procurement processes.

You will partner with line departments, manage sourcing documents, evaluate submissions, and oversee contract management. A strong analytical mindset and stakeholder engagement skills are essential for success.

Qualifications

• Strong analytical skills, with confidence in using data for reporting and process improvement.
• Public sector or procurement-related experience will be an advantage.
• Good interpersonal, written, and verbal communication skills, with the ability to engage internal stakeholders and suppliers effectively.
• Proactive team player who can work independently and collaborate well with others.

[What the role is]

You will be part of the finance team, playing a key role in shaping and driving the Authority’s procurement function. This is a dynamic role where you will support effective procurement governance, provide practical advice, and contribute to continuous improvements in procurement policies, processes, and practices.

[What you will be working on]

• Procurement planning and advisory
  • Partner with line departments to understand their needs, review specifications, and develop procurement strategies that meet project requirements.
• End-to-end procurement support
  • Support the full procurement process, including preparing sourcing documents, evaluating submissions, seeking approvals, and managing contracts.
  • Assist with contract management activities, such as monitoring contract expiry dates and following up on required actions.
• Governance and continuous improvement
  • Ensure compliance with procurement policies and procedures.
  • Review procurement policies and work processes to keep them effective and relevant.
  • Identify opportunities to add value, strengthen controls, introduce innovative solutions, and improve procurement practices.
