Job summary

Seatrium Ltd is seeking a Quality Assurance and Sub-Contractor Liaison professional to oversee QA procedures, SOP adherence, and sub-contractor registration and revalidation. Based at Seatrium's Tuas Yard, you will coordinate with internal stakeholders and external contractors to ensure compliance and timely project delivery.

Job description

• Ensure all relevant Quality Assurance Procedures and SOPs are always observed
• Liaise with the internal department stakeholders as well as sub-contractors both in-house and out of yard
• Lead and devise improvement initiatives for existing processes, policies and procedures
• Maintain a list of reliable sub-contractors to complement the organization workforce through:
• Screening and registration of new sub-contractors
• Revalidation of existing sub-contractors
• Post project evaluation of sub-contractors
• Ensure adequate information/ requirements are supplied for sub-contractors’ tenders
• Prepare commercial terms/ bid analysis and negotiate with sub-contractors, if necessary
• Ensure the coordination of all sub-contracting work for specific projects are in place
• Assist Project Management on claims assessment for original/ variation workscope, including compilation and reporting of sub-contract cost
• Review the compiled post project evaluation prior to final evaluation by Sub-contract Committee
• Ensure the map out of sub-contractors workload to be done in advance with Production Department and to be of fair distribution
• Prepare reports and presentations for management reviews, if required
• Review subcontractors’ applications/renewals for foreign workers’ permits
• To manage subcontractors according to their sponsorship classifications, in areas of:
• Assessing the dependency ratio
• Assessing the adequacies of project values
• Tracking the progress of foreign workers’ recruitment
• Tracking the local workers employment activities
• Conducting regular interviews to obtain workers’ feedbacks
• Conducting periodical interviews remotely or at different locations if permitted, e.g., work sites, dormitories, etc
• Reviewing of findings from dormitories’ inspections
• Processing documents pertaining to work commencement and payment claims i.e. job cards, works orders, etc
• Issuing commendations or warning letters to contractors according to their performance and levels of compliance
• Handling of contractors’ delinking matters
• Ad hoc duties as assigned by immediate superior
