Job summary

Ministry of Home Affairs in Singapore seeks a policy and project management professional to support Ops Tech Track and transport policy development. The role involves cross-HTD project leadership, tender preparation, and management reporting.

The successful candidate will coordinate with Home Team Departments, drive efficiency initiatives, and serve as Secretariat for the PLCC, supporting procurement and logistics initiatives across the ministry.

Qualifications

• 3 to 5 years of relevant experience in logistics, transport, procurement, policy or project management.
• Strong analytical, coordination, and communication skills.
• Able to work with diverse groups of officers from different organisations and reach common consensus.
• Project management skills will be considered favourably.
• Familiarity with Government logistics, procurement and finance processes is advantageous.

Responsibilities

What you will be working on:

Policy and Advisory

• Support development and implementation of Ops Tech Track.
• Support development and review of ministry-wide transport policy, to ensure they remain operationally relevant and aligned with whole-of-government directions.
• Provide policy consultation to Home Team Departments (HTDs) on Transport matters, ensuring compliance and identify areas for streamlining.
• Serve as MHA’s point of contact for inter-ministry coordination on transport matters, representing MHA's interests and providing clarifications to stakeholders.
• Lead the development of best-sourcing projects in the transport domain for MHA.

Process Improvement

• Identify initiatives that can be implemented across HTDs to improve operational efficiency and cost-effectiveness.
• Analyse key information and develop proposals for management's consideration and decision.

Project Management

• Lead, plan and coordinate cross-HTD projects for ops tech and transport-related initiatives, including the development of common or centralised transport services.
• Prepare tender documents, report and progress updates to management.

Others

• Serve as Secretariat for the Procurement and Logistics Co-ordination Committee (PLCC), MHA's ministry-wide platform for sharing procurement and logistics initiatives, guidelines, and Home Team project updates.
• Organise and lead department or division activity such as workplan/retreat;
• Undertake any other ad-hoc duties as assigned.

What we are looking for:

• At least 3 to 5 years of relevant working experience in logistics, transport, procurement, policy, project management or related domains.
• Strong analytical, coordination, and communication skills.
• Able to work with diverse groups of officers from different organisation and reach common consensus.
• Project management skills will be considered favourably.
• Familiarity with MHA or Government-related logistics, procurement and finance processes will be advantageous.
