Job summary

WEC Engineers & Constructors Pte Ltd, a regional contractor in oil and gas, seeks a skilled Tender Lead to drive tender preparation and submission. You will manage technical and commercial proposals, coordinate vendors, and perform contract reviews to support business development and project execution.

The role involves leading cross-disciplinary teams across civil, mechanical, electrical, and instrumentation disciplines.

Qualifications

• Experience leading tender preparation and submission in oil & gas industry.
• Ability to develop technically sound and commercially viable proposals.
• Strong cost estimation and pricing strategy skills for tenders.
• Experience coordinating multi-disciplinary proposal teams across Civil/Mechanical/Electrical & Instrumentation.

Responsibilities

• Compile and review comprehensive tender documents for submission accuracy and completeness.
• Coordinate and notify relevant parties involved in tender preparation to align tasks and deadlines.
• Allocate and manage taskforces to execute tender activities efficiently.
• Develop detailed technical proposals meeting tender requirements and client specs.
• Prepare commercial proposals with accurate pricing and cost estimations.
• Create and maintain tender query lists and follow up on clarifications.
• Arrange and participate in site visits to gather project information for tender prep.
• Prepare RFQ and source suppliers/subcontractors for competitive bids.
• Review vendor/subcontractor quotations to support cost evaluation.
• Perform material take-offs and cost estimation/allocation for tenders.
• Assist managers with prequalification submissions and BD activities.
• Lead proposal teams across disciplines to ensure cohesive tender submissions.

Job Summary

Lead and manage tender preparation and submission processes, including technical and commercial proposals, vendor coordination, and contract review, to support business development and project execution in the oil and gas sector.

Responsibilities

• Compile and review comprehensive tender documents to ensure accuracy and completeness for submission
• Coordinate and notify all relevant parties involved in tender preparation to align tasks and deadlines
• Allocate and manage taskforces to execute tender preparation activities efficiently
• Develop detailed technical proposals that meet tender requirements and client specifications
• Prepare commercial proposals with accurate pricing and cost estimations for tender submissions
• Create and maintain a list of tender queries and actively follow up on clarifications to resolve issues promptly
• Arrange and participate in site visits to gather necessary project information for tender preparation
• Prepare Requisition for Quotation (RFQ) and source suppliers and subcontractors to obtain competitive bids
• Request, compile, and review vendor and subcontractor quotations to support cost evaluation
• Perform material take-offs and cost estimation/allocation to ensure accurate budgeting for tenders
• Assist Proposal, Technical, and Business Development managers with tender-related tasks, including prequalification document submissions and BD activities
• Lead and oversee proposal teams across disciplines (Civil, Mechanical, Electrical & Instrumentation) as needed to ensure cohesive tender submissions
• Develop and implement pricing strategies aligned with project and company objectives
• Prepare content lists and organize tender submission packages for timely delivery
• Conduct thorough tender reviews and manage submission processes to meet deadlines
• Address and resolve tender clarifications after submission to support successful bid outcomes
• Review pre-award contracts to identify and mitigate risks before project commencement
• Ensure smooth handover of awarded projects to Project or other departments for seamless execution
• Provide support to Tender, Business Development, and other departments on related tasks as required
• When requested, support the Project department in the capacity of Senior Project Engineer for project execution
• Perform other related duties as assigned by Management or BD/Proposal Manager
