Job summary

HUA DU CONSTRUCTION PTE. LTD. seeks an experienced Environmental Control Officer (ECO) to oversee environmental compliance at our Singapore construction site.

The ECO will ensure activities follow NEA requirements and project environmental procedures, manage pollution controls, and supervise waste handling. You will perform inspections, prepare reports, advise project teams on risks, coordinate with authorities and subcontractors, and promote sustainable practices among site personnel.

Qualifications

• Relevant environmental qualifications and NEA-recognised ECO training where required.
• Minimum 3 years of experience in environmental compliance, preferably on construction sites.
• Good knowledge of Singapore environmental legislation and NEA requirements.
• Experience in dust/noise control, waste management and environmental inspections.
• Ability to identify risks and implement pollution prevention measures.
• Strong report-writing and coordination skills.

Job description

We are looking for a qualified and experienced Environmental ControlOfficer (ECO) to oversee environmental compliance and pollution control at our construction site. The successful candidate will ensure that construction activities comply with applicable Singapore environmental legislation, National Environment Agency (NEA) requirements and project-specific environmental management procedures.

The candidate should have relevant environmental qualifications, the appropriate ECO training and certification where required, and practical experience managing environmental issues on construction sites.

Key Responsibilities

• Ensure construction activities comply with applicable environmental laws, NEA regulations and relevant environmental requirements.
• Implement and monitor environmental management plans and pollution control measures at the construction site.
• Conduct regular environmental inspections and identify non-compliance issues requiring corrective action.
• Monitor and control construction-related noise, dust, water pollution, silt discharge and other environmental impacts.
• Ensure proper handling, storage, segregation and disposal of construction waste.
• Inspect site drainage, sediment control measures, housekeeping and pollution prevention facilities.
• Maintain environmental inspection records, checklists, monitoring results and compliance reports.
• Investigate environmental incidents and complaints, recommend corrective measures and follow up on their implementation.
• Coordinate with project managers, site supervisors, subcontractors, consultants and relevant authorities on environmental matters.
• Conduct environmental briefings and promote good environmental practices among site personnel.
• Assist with environmental audits, regulatory inspections and the preparation of reports and documentation.
• Advise the project team on environmental risks and measures to prevent breaches of regulatory requirements.

Qualifications and Requirements

• Relevant environmental qualifications and the appropriate NEA-recognised ECO training and certification, where required for the role.
• Minimum 3 years of relevant experience in environmental compliance, preferably in Singapore's construction industry.
• Good knowledge of Singapore environmental legislation, NEA requirements and construction-site pollution control practices.
• Practical experience in dust and noise control, water pollution prevention, waste management and environmental inspections.
• Experience preparing environmental reports, maintaining compliance records and following up on corrective actions.
• Ability to identify environmental risks and implement effective pollution prevention measures.
• Good communication, coordination and report-writing skills.
• Able to work independently and liaise effectively with project teams, subcontractors and relevant stakeholders.

Salary and Employment

• Monthly salary: S$4,500 – S$5,500, depending on qualifications and relevant experience.
• Full-time position based at a construction site in Singapore.
