Job summary

Responsibilities

  • Review Ten-Year Transmission Network Development Plans for security and reliability.
  • Perform system studies for impacts of new plants or consumer installations.
  • Review generator testing compliance and on-site witnessing.
  • Study electricity and gas interdependency to ensure gas network survival time and system stability.
  • Review technical requirements for ancillary services facilities to maintain security of the power system.
  • Conduct technical reviews of facilities providing ancillary services through EMC’s procurement process.
  • Review facility registrations for participation in NEMS and ensure compliance with Market Rules and SOPs.
  • Update SOPs and work processes to align with ISO requirements and quality improvement.
  • Oversee and coordinate all phases of the facility registration process with stakeholders.

Job description

[What the role is]

System Stability & Planning Department (SSPD), under the Power System Operation Division, is responsible for ensuring the medium- to long-term security, stability, and reliability of Singapore’s electricity and natural gas systems. The department conducts system studies and planning assessments to ensure that future energy demand can be met reliably and securely.

[What you will be working on]
  • Review and assess licensees’ proposed Ten-Year Transmission Network Development Plans against planning criteria to ensure the secure and reliable operation of the electricity and natural gas systems.
  • Perform system studies to assess the impact on the electricity and gas systems arising from new proposed power plants or consumer installations connected to the network.
  • Review power plant performance to ensure compliance with technical regulatory requirements, including on-site witnessing of generator testing.
  • Conduct studies on electricity and gas interdependency to ensure sufficient survival time for the gas network, as well as the security and stability of the power system.
  • Regularly review technical requirements for facilities providing ancillary services to maintain the security and stability of the power system.
  • Conduct technical reviews of proposed facilities that may provide ancillary services through EMC’s procurement process.
  • Review facility registrations for participation in NEMS and ensure compliance with Market Rules and the System Operation Manual.
  • Review and update department Standard Operating Procedures (SOPs) and work processes to ensure alignment with ISO requirements and continuous quality system improvement.
  • Oversee and coordinate all phases of the facility registration process, engaging stakeholders to ensure timely and compliant registration.
