Job summary

Public Service Division in Singapore seeks an engineer to support the Power System Operation Division in ensuring reliable electricity and gas transmission operations. You will monitor, analyze, and coordinate gas transmission activities, conduct studies, and contribute to regulatory compliance.

You will review maintenance requests, assess contingency plans, investigate disturbances, and propose improvements to strengthen resilience of power and gas networks.

Qualifications

• Specialisation in Electrical/Mechanical Engineering or relevant background in Engineering.
• Power/gas system studies and analysis including system dynamics.
• Prior experience in power/gas system operation.
• Team player with strong interpersonal, communication (written and spoken) and analytical skills.

Responsibilities

• Assess and co-ordinate gas transmission system maintenance requests by GasLicensees.
• Review contingency plans for restoration of gas supply in gas emergencies.
• Monitor real-time gas transmission system operation to ensure reliability and security of power and gas system.
• Assist in analysis of gas transmission network performance and disturbance statistics to identify improvements.
• Investigate and report on gas transmission system disturbances or abnormal conditions.
• Review department practices for efficiency and productivity improvements.
• Ensure compliance of Generation Licensees with regulatory fuel changeover framework.
• Review Gas Agreements and Codes and recommend changes for improvements.
• Study gas-electricity interdependency to assess impact of gas supply disruptions on power generation.

[What the role is]

The Power System Operation Division (PSOD) ensures a reliable electricity supply by overseeing Singapore’s power system operations from the Power System Control Centre (PSCC). This role supports the monitoring and coordination of gas transmission system operations, including maintenance, performance analysis, and regulatory compliance. The officer also investigates system disturbances and contributes to studies to strengthen overall system resilience.

[What you will be working on]

Responsibilities:

• Assess and co-ordinate gas transmission system scheduled/ad-hoc maintenance requests by GasLicensees.
• Conduct review of contingency plans for restoration of gas supply in the event of gas emergences.
• Monitor and review the realtime gas transmission system operation to ensure the reliability and security of the power and gas system and recommend changes if necessary.
• Assist in the analysis of the gas transmission network/facilities performance and gas system disturbance statistics to identify potential vulnerability and improvements required.
• Investigate and prepare report on gas transmission system disturbance or abnormal gas system condition.
• Assist in the review of the department’s work practices and procedures for efficiency and productivity improvements.
• Monitor and ensure the relevant Generation Licensees’ compliance with the regulatory fuel changeover framework
• Review Gas Agreements, Codes of Practice, Gas Network Code, Natural Gas SOP, Gas Network Code SOPs and recommend changes for improvements where necessary.
• Conduct study on gas-electricity interdependency to ensure adequate gas network survival time for power system stability and assess impact of gas supply disruptions on electricity generation.
