Job summary

Energy Market Authority in Singapore is seeking to strengthen its EMS Operations and Cybersecurity capabilities. The role involves round-the-clock monitoring of energy management systems, OT/IT security infrastructure, and incident management within a public-sector setting.

You will work on integrating renewable resources, maintaining real-time operation tools, and coordinating with stakeholders to connect new facilities, while upholding regulatory compliance and security practices.

Qualifications

• Interest in OT cybersecurity, power systems, and public service.
• Programming skills and knowledge of Linux/Unix/Windows OS.
• Familiarity with networking commands and security concepts.
• Understanding of ISO 27001 and information security practices.
• Knowledge of power system engineering and control centers operations.

Responsibilities

• Provide operational support for EMS with 24/7 monitoring and control of generation and transmission networks.
• Maintain EMS platforms and OT/IT security infrastructure; investigate and resolve issues for continuous system performance.
• Support integration of renewable energy resources such as solar, energy storage, and imports.
• Assist in maintaining real-time operation applications: contingency analysis, grid analysis, state estimation, etc.
• Coordinate with licensees and stakeholders to connect new facilities and validate EMS data models.
• Support CSOC operations and cybersecurity incident management and response.

Job description

What the role is:

The key scope of work for the position is to provide operational support of Energy Management Systems which involves round the clock monitoring and control of electricity generators as well as the electricity and natural gas transmission networks. In addition, the position is also required to operate a Cybersecurity Operation Centre to monitor cybersecurity threats and manage Power Sector Critical Information Infrastructure incidents.

What you will be working on:

Energy Management System (EMS) Operations & Supporting Infrastructure

• Provide operational and first-level technical support for the Energy Management System (EMS) to ensure high availability and reliability of power system operations. This includes supporting 24/7 monitoring and control of electricity generation, electricity transmission networks, and natural gas transmission system.
• Perform operations and maintenance of EMS platforms, supporting operational technology (OT) systems, and associated OT/IT network and security infrastructure. Investigate and resolve technical issues reported by Power System Operators to ensure continuous and reliable system performance.
• Support the enhancement and development of mission-critical EMS capabilities, including the integration of renewable energy resources such as solar power, energy storage systems, and electricity imports.
• Assist in maintaining and optimizing power system applications used for real-time operations, such as contingency analysis, transmission network analysis, short circuit analysis, automatic generation control, load forecasting, solar PV forecasting, telemetry systems, state estimation, and dispatcher training simulators.
• Coordinate with licensees and stakeholders to facilitate the connection of new generation facilities and transmission equipment. This includes updating and validating EMS databases to ensure alignment between system models, field equipment, and operational requirements.
• Support the maintenance and operation of critical infrastructure that enables reliable control centre operations, including uninterruptible power supply (UPS) systems, fire protection systems, and physical security access control systems.

Cybersecurity Monitoring and Incident Management

• Provide operational support for the Cybersecurity Operations Centre (CSOC) to monitor and manage cybersecurity threats affecting power system operations and the Power Sector's Critical Information Infrastructure (CII).
• Responsibilities include analysing security alerts, identifying anomalies, performing incident triage, and coordinating with relevant stakeholders and CII operators to investigate and resolve cybersecurity incidents.

Cybersecurity Risk Management

• Support the implementation of cybersecurity controls and mitigation measures to strengthen the security posture of EMS and related systems in compliance with regulatory requirements, including the Cybersecurity Act and relevant Codes of Practice.
• Assist in conducting security reviews, risk assessments, and audits to identify vulnerabilities and security gaps. Support remediation activities such as implementing audit recommendations, performing system patching, and maintaining security documentation.

What we are looking for:

• Keen interest in the field of OT cybersecurity, power system engineering and serving in public service.
• Competency in computer programming, technical hardware architecture, Linux/Unix/Windows Operating System.
• Familiar with networking commands and understanding of basic networking protocol and security concepts.
• Good understanding of information security practices related to ISO 27001, Risk Assessment, Application and Network Security.
• Good understanding of Power System Engineering, Control Centers Operations, electricity substation/gas facility environments and devices would be added advantage.
