Job description

What the role is:

HTX is the world’s first Science and Technology agency that integrates a diverse range of scientific and engineering capabilities to innovate and deliver transformative and operationally-ready solutions for homeland security. As a statutory board of the Ministry of Home Affairs and integral to the Home Team, HTX works at the forefront of science and technology to empower Singapore’s frontline of security. Our shared mission is to amplify, augment and accelerate the Home Team’s advantage and secure Singapore as the safest place on planet earth.

The job-holder reports to the Deputy Director Maintenance (Marine Systems) and will be forward deployed to support the sustainment of marine systems in the Home Team agencies, primarily patrol boats from the Police Coast Guard (PCG) and firefighting and rescue vessels from the Singapore Civil Defence Force (SCDF).

What you will be working on:
  • Responsible for monitoring and optimising vessel readiness for operations. This includes tracking vessel availability status, analysing downtime drivers, and coordinating with maintenance teams to minimise operational disruptions.
  • Manage availability metrics, monitor turnaround times (TAT) for defect rectification, and provide timely reporting and forecasting of fleet readiness to support operational planning and decision‑making.
  • Responsible for enhancing the efficiency and effectiveness of maintenance activities. This includes reviewing maintenance processes, improving troubleshooting procedures, and reducing Mean Time to Repair (MTTR).
  • Identify opportunities to optimise preventive maintenance regimes, improve equipment accessibility and maintainability, and support capability development through technical training, tooling, and maintenance best practices.
  • Responsible for improving fleet reliability through systematic investigation and engineering solutions.
  • Conducting root cause analysis on equipment and system failures, identifying recurring defects, and developing corrective and preventive measures to eliminate failure modes.
  • Analyse fleet‑wide data trends, engage stakeholders including OEMs and maintenance providers, and recommend design or process improvements to enhance system robustness and long‑term performance.
  • Assist in developing basic models to understand and predict marine operational trends and patterns.
  • Help identify and report on key performance indicators related to maritime activities.
  • Responsible for ensuring Government Furnished Equipment (GFE)—including communications systems, weapon systems, and unmanned platform controls—are effectively integrated and operationally ready onboard vessels.
  • Coordinate with multiple external sustainment teams, monitoring system performance and turnaround times, and assessing the impact of system faults on vessel readiness. The engineer will ensure alignment across stakeholders to support timely restoration of full operational capability.
  • Responsible for upholding engineering quality, safety, and regulatory compliance across all maintenance and sustainment activities. This includes conducting inspections, verifying adherence to technical standards, and ensuring proper documentation and certification of works.
  • Support audits, enforce quality control processes, and identify areas for continuous improvement to maintain high standards of engineering integrity and operational safety.
  • May require sailing onboard vessels at times including sailing to support operational training both local as well as overseas.
What we are looking for:

Job requirements

  • Bachelor qualification in Marine Engineering, Naval Architecture, Marine / Electrical / Electronics / Mechanical Engineering or related disciplines.
  • Qualification in Computer Science, Information Technology, or a related field would be considered.
  • Fresh graduates are welcome to apply; relevant experience from internships or academic projects is an advantage.
  • Familiarity with data analytics, data analysis, or data mining, preferably within the marine industry.
  • Basic experience with data analysis tools such as Python, R, SQL, or similar, gained through training, coursework, or internships.
  • Familiarity with Azure IoT Hub and Azure cloud services is a plus.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance. As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
