Job summary

Keppel Management Ltd. in Singapore invites an experienced electro-mechanical engineer to lead the testing and commissioning of waste-to-energy, biomass, and power plant systems.

You will supervise multidisciplinary teams, coordinate with design consultants, vendors and contractors, and ensure compliance with safety standards, project schedules and quality requirements. Qualifications

  • Engineer in electro-mechanical engineering or equivalent by experience.
  • Safety certificates or equivalent qualifications to be obtained at start of work.

Responsibilities

  • Conduct engineering activities related to mechanical/electrical systems for projects, ensuring compliance with relevant standards, specifications and codes of practice.
  • Supervise and coordinate the installation, testing, commissioning, and performance verification of mechanical and electrical systems for assigned project packages.
  • Manage and coordinate with design consultants, vendors, contractors, and site construction teams on all mechanical and electrical engineering activities to ensure timely and effective project execution.
  • Implement QA and QC measures, including inspection, testing, and verification activities, to ensure compliance with project specifications, contractual requirements, and applicable standards.
  • Liaise effectively with internal stakeholders, consultants, vendors, contractors, and clients to facilitate project execution and resolve technical and engineering issues in a timely manner.
  • Provide technical support and engineering expertise throughout all project phases, including engineering, construction, commissioning, performance testing, and project handover.
  • Prepare, review, and maintain engineering documentation, including installation procedures, testing and commissioning plans, technical reports, as-built documentation, and Operation and Maintenance (O&M) manuals.
  • Monitor site activities and ensure that all works are carried out in accordance with approved drawings, specifications, project schedules, and safety requirements.
  • Assist in identifying and resolving engineering, construction, and commissioning issues to minimize project risks and delays.
  • Perform any other duties and responsibilities as assigned by management from time to time.

Job Requirements
  • Engineer in electro - mechanical engineering or equivalent by experience
  • To be in possession (or to be of any necessary certification for this work: e.g. safety certificates, confined space, working @ height, etc (or to be obtained at start of work)
  • Minimum 10 years of experience (of which at least 7 years in a commissioning lead or manager role) in the testing & commissioning of - Waste to Energy (WTE) plants - Biomass plants - Power plants
  • Strong practical site experience related to testing and commissioning
  • Proven experience in leading commissioning teams and managing complex commissioning scopes
  • Experience with WTE-performance testing
  • Strong familiarity with engineering standards, documentation and commissioning workflows
  • Strong practical understanding of combustion system, boiler, flue gas cleaning, utilities, E&I, DCS systems
  • Strong diagnostic and trouble-solving skills
  • Proficient in Microsoft office
  • Able to coordinate multidisciplinary teams, troubleshoot plant behaviour and drive decisions under time pressure
  • Able to work in a dynamic environment, anticipating issues, communicating clear instructions to the teams, set priorities and taking decisions to progress the works in a swift and safe manner.
