Job summary

Adecco Portugal is assisting a leading semiconductor company in Singapore to hire an engineering leader for ELV and electrical systems. You will define requirements, review designs, and guide technical decisions across power, security, and facility systems.

Join a state-of-the-art manufacturing expansion, lead design reviews, and ensure safe, reliable handover of critical infrastructure from project to operations. Strong regulatory knowledge and BIM familiarity preferred.

Qualifications

  • Degree in Electrical Engineering or related discipline
  • Minimum 10 years of relevant experience in semiconductor or high-tech facility projects
  • Experience across full project lifecycle: design, construction, commissioning, handover
  • Professional Engineer (Electrical) registration or LEW certification would be an advantage
  • Strong knowledge of high/low voltage systems, power distribution, protection coordination
  • Experience with FMCS, SCADA, fire alarm, security, ELV systems
  • Familiarity with EPC project delivery, design management, and contractor coordination
  • Working knowledge of Singapore electrical regulations and standards
  • BIM tools familiarity (Revit, Navisworks) would be an advantage

Responsibilities

  • Define and maintain OPR, Basis of Design and discipline standards for electrical/ELV systems
  • Review design deliverables, RFIs, and proposed design changes
  • Provide technical expertise across power distribution, power quality, and critical power infrastructure
  • Evaluate impacts of proposed solutions on cost, schedule, and operations
  • Review power system studies, protection coordination and control architectures
  • Participate in value engineering, risk assessments and design reviews
  • Act as the primary technical interface with EPC contractors, consultants and suppliers
  • Collaborate with Production, Process Engineering, Facilities and EHS teams
  • Ensure compliance with regulations, standards, codes and authority requirements
  • Provide technical support through construction, commissioning and handover
  • Support transition from project execution to facility operations, ensuring full documentation

Job description

Serve as the technical authority for Electrical and Extra-Low Voltage (ELV) systems, representing the company's interests throughout the design, construction, commissioning and handover phases. Ensure all systems are delivered safely, reliably and in accordance with business, operational and regulatory requirements.

A leading advanced semiconductor manufacturing company backed by 2 global technology leaders, specializing in the production of high-performance semiconductor substrates for next-generation applications including AI, networking and high-performance computing. The company operates a newly established, state-of-the-art manufacturing facility in Singapore and is currently expanding its operations and technical capabilities to support future growth. As part of its continued expansion, the company is looking for experienced engineering professionals to join its project and technical team and contribute to the development, construction, commissioning and ramp-up of its advanced manufacturing facilities.

The Job
Technical Leadership
  • Define and maintain the Owner's Project Requirements (OPR), Basis of Design, and discipline standards for electrical and ELV systems.
  • Review and approve design deliverables, Requests for Information (RFIs), and proposed design changes.
  • Provide technical expertise across power distribution, power quality, emergency power systems, facility monitoring, security, and communications infrastructure.
  • Evaluate the technical, cost, schedule, operational, and maintainability impacts of proposed solutions.
  • Review power system studies, protection coordination, and control system architectures.
  • Participate in value engineering, risk assessments, and design reviews to optimize project outcomes.
Stakeholder & Project Management
  • Act as the primary technical interface with Engineering, Procurement and Construction (EPC) contractors, consultants, and suppliers.
  • Collaborate with Production, Process Engineering, Facilities, and Environment, Health and Safety (EHS) teams to align project requirements and operational needs.
  • Resolve technical issues, manage design interfaces, and support timely project decisions.
Compliance & Project Execution
  • Support the technical evaluation and procurement of major electrical and ELV systems.
  • Ensure compliance with applicable regulations, standards, codes, and authority requirements.
  • Provide technical support throughout construction, commissioning, qualification, and facility handover.
  • Support the transition from project execution to facility operations, ensuring systems are fully documented, tested, and ready for operational use.
The Talent
  • Degree in Electrical Engineering or a related discipline.
  • Minimum 10 years of relevant experience in semiconductor, advanced manufacturing, industrial, data centre, or other high‑tech facility projects.
  • Proven experience across the full project lifecycle, including design, construction, commissioning, qualification, and operational handover.
  • Professional Engineer (Electrical) registration or Licensed Electrical Worker (LEW) certification would be an advantage.
  • Strong knowledge of high- and low-voltage electrical systems, power distribution, power quality, protection coordination, and critical power infrastructure.
  • Experience with Facility Monitoring and Control Systems (FMCS), Supervisory Control and Data Acquisition (SCADA), fire alarm, security, communications, and ELV systems.
  • Familiarity with EPC project delivery, design management, technical change management, and contractor/consultant coordination.
  • Working knowledge of Singapore electrical regulations, applicable standards, and utility connection requirements.
  • Experience with Building Information Modelling (BIM) tools such as Revit and Navisworks would be an advantage.
