GovTech in Singapore seeks a Director/Deputy Director of Engineering to lead multiple teams in delivering secure, scalable digital services for the public sector. You will oversee standards, architecture, security, and end-to-end product lifecycles while mentoring leaders across squads.

You will balance rapid delivery with long-term sustainability, guide modernization, and drive collaboration with Product and Design to achieve measurable outcomes for citizens.

Qualifications

• Experience managing multiple engineering teams or large-scale technical projects, ideally in public sector context.
• Proven ability to design and maintain production-grade, reliable and secure systems.
• Experience managing internal teams and external vendor partnerships.
• Strong knowledge of DevOps and SRE practices and architectural principles.

About the role

GovTech is on the lookout for a seasoned engineering executive to take on the role of Head of Engineering within its Product Development Office. This position is pivotal in connecting technical execution with strategic initiatives at the ministry level. You will lead multiple teams in delivering secure, scalable, and user-centric digital services that meet the needs of the public sector.

What you’ll do

• Establish and uphold technical standards, architectural frameworks, and security protocols across various teams to ensure consistency and quality.
• Manage the entire product lifecycle, from initial concept development and experimentation to large-scale implementation and deployment.
• Find a balance between immediate project delivery and the long-term sustainability of systems, focusing on modernization and the reduction of technical debt.
• Mentor and guide Engineering Managers and Tech Leads, nurturing a culture of autonomy and high performance within the teams.
• Work closely with Product and Design leadership to guarantee alignment across functions and to achieve measurable outcomes for users.
• Articulate complex technical decisions and strategic risks to senior stakeholders, including Ministry CIOs, ensuring clear understanding and alignment.
• Lead efforts to enhance organizational structure, including strategic hiring and succession planning, to adapt to changing mission objectives.
• Foster a collaborative environment that encourages innovation and creativity in problem-solving across engineering squads.
• Implement best practices in project management to ensure timely delivery of high-quality products.
• Monitor industry trends and emerging technologies to keep the organization at the forefront of digital service delivery.
• Advocate for user-centered design principles to ensure that products meet the needs of end-users effectively.
• Collaborate with cross-functional teams to drive continuous improvement in processes and product offerings.

Requirements

• Extensive experience in managing multiple engineering teams or overseeing large-scale technical projects, ideally within a public sector context.
• Proven track record of designing, building, and maintaining production-grade systems with a strong emphasis on reliability and security.
• Experience in managing both internal teams and external vendor partnerships effectively.
• Deep understanding of modern DevOps and Site Reliability Engineering (SRE) practices, as well as overarching architectural principles.
• Ability to influence and engage with senior leadership, aligning technical strategies with the goals of the public sector.
• Familiarity with the complete product development lifecycle, including phases such as problem discovery and iterative delivery.
• Strong analytical skills to assess technical challenges and propose viable solutions.
• Excellent communication skills, both verbal and written, to convey complex technical concepts to non-technical stakeholders.

Nice to have

• Experience working in a government or public sector environment, particularly in digital transformation initiatives.
• Familiarity with cloud computing platforms and their application in public service delivery.
• Knowledge of AI and machine learning technologies and their integration into existing systems.
• Previous involvement in large-scale change management projects, particularly in technology adoption.
