Job summary

GovTech Singapore is seeking experienced Engineering Managers to lead cross-functional squads focused on public sector digital transformation. You will guide technical design, ensure security and performance, and coach engineers to elevate product delivery across multiple GovTech products.

You will mentor teams, establish robust development processes, and drive adoption of modern technologies while delivering reliable, scalable software for the public sector.

Qualifications

• 7-12 years of software engineering experience across large-scale systems.
• Proven track record delivering technically complex products.
• Strong experience with modern full-stack web technologies and front-end frameworks.
• Strong database knowledge (SQL & NoSQL) and data modelling.
• Experience with cloud platforms (AWS/Azure/GCP).
• Experience with CI/CD pipelines and container orchestration.
• Excellent communication skills for non-technical stakeholders.
• Bonus: legacy modernization projects and Infra as Code exposure.

• Lead one or more cross-functional agile squads (Engineers, PMs, Designers) to translate business needs into technical solutions.
• Own technical design and architecture ensuring security, scalability, performance, maintainability.
• Mentor and uplift engineering competence within the team.
• Set coding standards, best practices, and development processes.
• Identify and resolve technical debt and risks while balancing features.
• Drive adoption of up-to-date technologies and modern SDLC practices.
• Lead/guide Scrum ceremonies with clear technical and product context.

You will play a crucial role by providing technical leadership & driving design, development, and maintenance of our software products, ensuring they meet the highest standards of quality, security and performance. [What you will be working on]

As An Engineering Manager

• Lead one or more cross-functional agile squads consisting of Engineers, Product Managers, and Designers to solicit business requirements & deliver technical solutions
• Lead the technical design and architecture of software solutions, ensuring security, scalability, performance, and maintainability
• Guide, mentor and work closely with your team to to uplift product engineering competencies
• Establish coding standards, best practices, and development processes for your team(s)
• Identify and resolve technical debt/risks while balancing feature development
• Drive adoption of relevant, up-to-date technologies, practices, and tools in modern software development lifecycle
• Lead/Guide Scrum ceremonies, providing technical/product context and removing blockers

[What we are looking for]

Technical Skills

• 7-12 years of software engineering experience building reasonably large high-availability systems at scale
• Proven track record of leading & delivering technically complex products
• Strong experience in modern full-stack web application technologies; experience in modern front-end engineering on Next.Js/React.js/Nuxt/Vue.js and Java/TypeScript/Node.js/Golang on the backend is preferred
• Strong knowledge of databases (SQL & NoSQL) and data modelling
• Experience with cloud platforms such as AWS (preferred), Azure and/or GCP
• Experience with CI/CD pipelines (e.g., GitLab CI, GitHub Actions, etc.)
• Experience with Docker, Kubernetes or other container orchestration tools
• Experience with observability and monitoring tools, especially the ELK stack, AWS CloudWatch, Splunk
• Excellent communication skills with ability to explain technical concepts to non-technical stakeholders
• Bonus: Led legacy system modernization projects, including transitioning legacy systems to modern platforms
• Bonus: Experience with / willing to pick up Infra as Code (eg. Terraform, Terragrunt, Ansible)
