Job summary

The Building and Construction Authority (BCA) in Singapore seeks an experienced Engineer/Architect to support the CORENET X project. As a business owner, you will drive changes in policy, processes and IT systems, collaborating with the IT vendor, BCA IT team, line departments, and other government units.

You will analyze digital construction design technologies, map end-to-end workflows, gather requirements, and help design TO-BE processes while coordinating training and change management.

Qualifications

• Deep understanding of business processes including submission, processing and monitoring.
• Ability to map end-to-end workflows and test system processes.
• Knowledge of change management strategies and implementation.

Responsibilities

• Digital technologies for construction design: research and evaluate state-of-the-art construction design tech; assess readiness and propose path forward.
• Set success metrics and gather user requirements; map AS-IS and TO-BE workflows; quantify savings.
• Coordinate change management activities and communications with stakeholders.
• Coordinate vendor training to end users for major releases; act as in-house expert for the product.
• Provide IT operations and maintenance support, clarify system behavior and address defects.
