What The Role Is
The Deputy Director, Enterprise Data Services leads ACRA’s enterprise data services function and supports the System Owner for ACRA’s entity data platform serving Whole-of-Government (WOG).
The role is accountable for the strategy, development, delivery and operation of the platform and its data services. This includes driving the platform roadmap, WOG data sharing and APIs, master data management, data quality, governance, security and compliance.
The role leads a team and works closely with ACRA Data Owners, government agencies, internal stakeholders and vendors to ensure trusted, secure and reliable data services that meet evolving WOG, regulatory and policy needs.
What You Will Be Working On
Platform Strategy & Ownership
- Support System Owner for ACRA’s entity data platform serving WOG, with overall accountability for its development, operations and governance.
- Own and drive the platform roadmap, prioritising capabilities and enhancements to meet evolving WOG and regulatory needs.
- Ensure the platform and data services are reliable, scalable, secure and sustainable.
WOG Data Services
- Lead the delivery and administration of WOG data-sharing services, including APIs and other data access mechanisms.
- Oversee the assessment, prioritisation and delivery of WOG data requests and required data transformations.
- Review agency data requests through relevant data-sharing frameworks and coordinate required Data Owner and CDO approvals.
- Oversee onboarding and support for agencies consuming ACRA data, including guidance on data definitions, business rules and transformation logic.
Data Management & Governance
- Drive Master Data Management (MDM) and establish data quality metrics, controls and improvement measures.
- Oversee governance of data definitions, lineage, transformation logic and data-sharing arrangements.
- Work with Data Owners to establish clear accountability for data quality and appropriate use.
- Ensure compliance with applicable data governance, security and regulatory requirements.
Stakeholder & Regulatory Engagement
- Lead engagement with government agencies, Data Owners and other stakeholders on data-sharing requirements and priorities.
- Assess the impact of new regulatory regimes and policies involving new or changed data submissions to ACRA and translate these into platform and data-service requirements.
- Coordinate with Data Owners, Data Consumer Agencies (DCAs) and vendors on data-sharing boundaries, specifications and implementation.
Service & Vendor Management
- Oversee the ongoing operation of the platform and data services, ensuring service quality, reliability and continuity.
- Drive continuous improvement based on service performance, data quality, operational issues and user needs.
- Oversee vendors and delivery partners against agreed service levels and outcomes.
- Ensure appropriate assurance activities, including periodic security, governance and code reviews.
Team Leadership
- Lead and develop the Enterprise Data Services team, setting priorities and building capabilities in enterprise data management and data services.
- Provide leadership and guidance on enterprise data-sharing matters across ACRA.
- Support departmental planning, resource prioritisation and capability development.
What We Are Looking For
- Professional qualifications in Information Systems, Computer Science, Data Management, Engineering or a related discipline.
- Relevant experience in enterprise data platforms, data management, data governance, data integration or data-sharing services, including leadership of teams or significant enterprise initiatives.
- Strong understanding of data integration, APIs, master data management, data quality, metadata and data lineage.
- Experience managing enterprise-scale data platforms or services across development and operations.
- Good understanding of data governance, information security, risk and compliance requirements.
- Strong stakeholder management skills, with the ability to work across business, technology, policy and governance functions.
- Strong leadership, analytical, problem-solving and communication skills.
- Experience managing vendors and delivery partners.
- Experience with Singapore Government data-sharing policies, standards or frameworks.
- Experience with modern enterprise data platforms such as Databricks or equivalent.
- Experience with API-based data services, MDM, data quality and metadata management.
- Familiarity with regulatory, corporate registry or large-scale administrative data.
