Job summary

HOCK LIAN SENG INFRASTRUCTURE PTE. LTD. is seeking a Design Manager for a major LTA Cross Island Line MRT project in Singapore.

You will lead the design management function, coordinate interfaces between the Main Contractor, LTA, engineers, designers, subcontractors, and construction teams, and ensure design deliverables are timely and compliant. The role requires a Degree in Civil/Structural Engineering, 10+ years of relevant experience on large infrastructure projects, proven main contractor

Qualifications

• Degree in Civil/Structural Engineering or related discipline.
• 10+ years of relevant experience on major infrastructure/MRT projects.
• Main Contractor design-management experience.
• LTA/MRT experience strongly preferred.
• Experience with underground stations, tunnelling, civil/structural works, and temporary works advantageous.

Responsibilities

• Lead the design development, submissions, approvals, and design programme.
• Coordinate multidisciplinary designs (civil, structural, geotechnical, architectural, MEP, railway systems, utilities, and temporary works).
• Manage LTA/Engineer submissions, comments, RFIs, technical queries, and design changes.
• Ensure designs are constructible, compliant, safe, and aligned with construction programme.
• Work with construction teams to resolve site/design issues.
• Manage design consultants, specialist subcontractors, and design interfaces.
• Coordinate BIM and multidisciplinary design coordination.
• Support value engineering, constructability reviews, and technical risk management.
• Ensure compliance with LTA requirements, Singapore codes, specifications, and statutory requirements.
• Monitor design risks and prevent design-related delays to construction.

Role: Lead the design management function for an LTA Cross Island Line MRT project, acting as the key interface between the Main Contractor, LTA, Engineer/Consultant, designers, subcontractors, and construction teams.
