Job summary

PSA Singapore is seeking a procurement professional to manage engineering goods, services and construction projects, focusing on cost effectiveness, quality and timeliness. Job description

As a member of the Procurement team, you will purchase engineering related goods and services and construction projects to meet PSA's requirements for cost effectiveness, quality standards and timeliness. You will draft contract documents detailing in full contractors' responsibilities and liabilities, while safeguarding PSA's interests, and work closely with the user departments to develop and recommend procurement route and sourcing strategies, prepare tender documents to ensure clear and detailed specifications that will fit business needs. You will also perform analysis of the tender submissions and negotiate with suppliers to select best value offer for the organization. You will also assess and evaluate progress claims and variation orders from contractors and advise on dispute resolution for contractual matters.

Requirements:

• Possess a degree with at least 3 years’ of experience in quantity surveying (preferably in Mechanical and/or Electrical QS field), sourcing, procurement and contract administration
• A good understanding of strategic sourcing, tendering process, contract management, contract negotiation and contract governance
• Analytical, meticulous and able to work in a fast-paced environment
• Excellent communication skills, effective influencing skills and skilled in contract negotiations
• Able to establish good working relationships with internal and external stakeholders so as to meet PSA's business needs
• Resourceful, driven and able to drive innovation, champion change and work collaboratively and achieve results
