Zusammenfassung

The Public Service Division seeks a Contracts Manager to procure and manage construction and related projects. You will oversee procurement of consultants and contractors for HDB developments and manage contracts, payments, certificates, warranties and variations.

You will also monitor budgets, cash flows, and coordinate with QS consultants through design, tender, construction and post-construction phases, offering procurement and cost-estimating advice for feasibility studies.

Qualifikationen

• Background in Building, Quantity Surveying, Project & Facilities Management, or related discipline.
• Strong communication and writing skills.
• Preferably at least 5 years of relevant working experience.

Aufgaben

• Procure services of consultants and contractors for HDB’s new development, upgrading, infrastructure and related projects.
• Manage contracts including processing of payment claims and administration of certificates/warranties/agreements.
• Monitor project expenditure and prepare cash flow projection for budget control.
• Oversee works of private QS consultants during design, tender, construction and post-construction stages.
• Provide procurement and contractual advice and cost estimates for feasibility studies.
• May participate in the full procurement cycle from pre-tender planning to post-contract administration for ICT projects.
