Job summary

Private Advertiser is seeking a seasoned Commercial Manager to lead budgeting, contracts, procurement and risk management on large-scale projects in Singapore.

You will liaise with clients, consultants, and internal teams, ensure contractual compliance, manage variations and claims, and drive value through disciplined financial controls and stakeholder engagement.

Qualifications

• Bachelor’s degree in a relevant field such as Quantity Surveying, Construction Management or Engineering.
• 8–15 years of experience in construction/commercial management.
• Strong knowledge of construction contracts.
• Excellent negotiation, analytical, and financial management skills.
• Experience managing large-scale construction projects.

Responsibilities

• Lead project budgeting, cost planning, and forecasting.
• Monitor project costs, cash flow, and profitability.
• Prepare and present financial reports to senior management.
• Identify cost-saving opportunities and value engineering initiatives.
• Draft, review, and manage contracts (main contracts and subcontracts).
• Ensure compliance with contractual terms and conditions.
• Handle contract variations, claims, and dispute resolution.
• Manage extension of time (EOT) and liquidated damages (LD) matters.
• Oversee procurement strategies and tendering processes.
• Evaluate and negotiate with subcontractors and suppliers.
• Manage subcontractor performance and payments.
• Ensure procurement aligns with project budgets and timelines.
• Identify commercial and contractual risks and develop mitigation strategies.
• Ensure compliance with legal, regulatory, and company policies.
• Liaise with clients, consultants, contractors, and internal teams.
• Support project teams with commercial advice and guidance.
• Participate in project meetings and negotiations.
• Prepare, evaluate, and negotiate claims.
