Job summary

Runh Power Pte. Ltd. is seeking a Contract & Commercial Manager based in Singapore to support the Commercial Director and Project Controller in managing contract and commercial functions across international EPC power projects.

The role covers contract administration, project profitability, change and claims management, cost control, and commercial risk management during project execution. You will lead the Singapore commercial team and coordinate with overseas subsidiaries.

Qualifications

  • 12–15 years of experience in contract and commercial management within EPC projects.
  • At least 8 years in the power, energy, or large-scale industrial infrastructure sectors.
  • Proven experience managing multiple international projects or regional portfolios.
  • Strong knowledge of FIDIC contracts and international EPC contract administration.
  • Prior experience leading commercial teams is preferred.

Responsibilities

  • Support the Commercial Director and lead the Singapore Contract & Commercial team.
  • Provide leadership, supervision, and development for the Senior Quantity Surveyor(s).
  • Coordinate commercial management activities between Singapore and overseas subsidiaries.
  • Review EPC contracts, consortium agreements, and major subcontract or procurement contracts.
  • Participate in commercial negotiations for major projects and procurement contracts.
  • Establish and maintain project budgets, target costs, and profit control systems.
  • Monitor costs, revenue, cash flow, gross margin, and Forecast at Completion (FAC).
  • Oversee measurement, progress payments, invoicing, and receivables.
  • Lead Final Accounts and contract close-out activities; review settlements and negotiations.
  • Review subcontract terms, monitor administration, payments, and claims.
  • Identify contractual and commercial risks; implement risk monitoring and audits.
  • Coordinate with Project Managers, Procurement, Engineering, Construction, Finance, and overseas teams.

Job description

Position Overview

The Contract & Commercial Manager supports the Commercial Director and Project Controller in managing the contract and commercial functions of international EPC power projects contracted under the Singapore entity. The role is responsible for ensuring effective contract administration throughout project execution, achieving project profitability targets, and protecting the Company's commercial interests.

Based at the Singapore headquarters, this position oversees contract administration, commercial management, change and claims management, cost control, profit management, and contract risk management during project execution. The role also coordinates with project teams and overseas subsidiaries to ensure successful delivery of commercial objectives.

In addition, the Contract & Commercial Manager is responsible for leading the Singapore commercial team and managing the Senior Quantity Surveyor(s), while fulfilling the responsibilities of the commercial management function.

Key Responsibilities
1. Commercial Management
  • Support the Commercial Director in managing the Singapore Contract & Commercial team.

  • Provide leadership, supervision, coaching, and professional development for the Senior Quantity Surveyor(s).

  • Provide commercial support and professional guidance to overseas project teams.

  • Coordinate commercial management activities between the Singapore headquarters and overseas subsidiaries.

2. Contract Management
  • Review EPC contracts, consortium agreements, major subcontract agreements, procurement contracts, and consultancy agreements.

  • Provide professional advice to project teams on contractual rights, obligations, risks, and compliance requirements.

  • Review major contractual correspondence, notices, and commercial documents to ensure compliance with corporate requirements before issuance.

  • Participate in commercial negotiations for major projects and key procurement contracts.

3. Project Commercial & Profit Management
  • Establish and maintain project budgets, target costs, and profit control systems.

  • Monitor project costs, revenue, cash flow, gross margin, and Forecast at Completion (FAC).

  • Conduct regular profitability analyses, identify profit variances, and implement corrective actions.

  • Review project commercial reports, cost forecasts, and profit forecasts.

  • Monitor implementation of commercial strategies to ensure project profitability targets are achieved.

  • Report project commercial performance and profitability analyses to senior management on a regular basis.

4. Payment & Receivables Management
  • Oversee measurement, progress payment applications, invoicing, and collection of project receivables.

  • Drive accounts receivable management to improve project cash flow.

  • Coordinate the resolution of payment disputes and client payment issues.

5. Final Account Management
  • Lead the preparation and negotiation of Final Accounts and contract close-out activities.

  • Review final account settlements and participate in commercial negotiations.

6. Subcontract Commercial Management
  • Review the commercial terms and conditions of major subcontracts.

  • Monitor subcontract administration, payment certification, final account settlement, and subcontractor claims.

  • Control subcontract costs and mitigate commercial risks.

7. Variation & Claims Management
  • Review Variation Orders (VOs), Extension of Time (EOT) submissions, contractual claims, and dispute matters.

  • Review claims strategies and settlement proposals for significant contractual disputes.

  • Coordinate project teams in claims preparation and commercial negotiations.

  • Liaise with headquarters' legal and commercial departments, external legal counsel, and specialist consultants in resolving major disputes where required.

8. Commercial Risk Management
  • Identify contractual and commercial risks across the project portfolio.

  • Establish and maintain commercial risk monitoring and early warning mechanisms.

  • Recommend risk mitigation measures and monitor their implementation.

  • Organize commercial audits and Project Health Checks to identify potential commercial risks and financial exposure.

9. Cross-functional Coordination
  • Work closely with Project Managers, Project Controls, Procurement, Engineering, Construction, and Finance teams.

  • Coordinate with overseas subsidiaries to ensure compliance with project commercial management requirements.

  • Support major commercial decisions and contract negotiations.

Qualifications
  • Bachelor's degree or above in Quantity Surveying, Construction Management, Civil Engineering, Law, or a related discipline.

  • Professional qualifications such as MRICS, AIQS, MCIArb, CIOB, or equivalent are highly desirable.

Experience
  • 12–15 years of experience in contract and commercial management within EPC projects.

  • At least 8 years of experience in the power, energy, or large-scale industrial infrastructure sectors.

  • Proven experience managing multiple international projects or regional project portfolios.

  • Strong knowledge of FIDIC contracts and international EPC contract administration.

  • Prior experience leading commercial teams is preferred.
