Job summary

Kosmic M&E Services Pte. Ltd. in Singapore seeks an experienced Construction Manager with SIP expertise to lead scaffolding, insulation and painting activities for industrial projects.

You will manage site teams, coordinate with clients and subcontractors, and ensure safety, quality, and timely delivery. The role requires 5–10 years in SIP work, strong leadership and communication skills, and a track record on major industrial projects.

Qualifications

• Diploma in Engineering, Construction, or equivalent.
• Valid Scaffold Supervisor Certificate.
• BCSS or equivalent safety training.
• WAH certification at Manager/Supervisor level.
• RM Leader or equivalent Risk Management certification.
• 5–10 years SIP/construction experience.
• Experience on Oil & Gas, Petrochemical, Pharma or major industrial projects.
• Strong leadership and communication abilities.

Responsibilities

• Lead scaffolding, insulation, and painting SIP construction activities on site.
• Supervise supervisors, foremen and workforce to ensure safety and productivity.
• Plan manpower, materials, and equipment for daily/weekly operations.
• Coordinate with clients, main contractors, safety officers, QA/QC and subcontractors.
• Monitor productivity, schedule adherence, quality, and safety performance.
• Conduct toolbox talks and progress reviews for compliance.
• Inspect scaffolding erection/dismantling for safe-work compliance.
• Apply knowledge of insulation systems, cladding, painting and QA/QC standards.
• Ensure compliance with WSH regulations, RA, SWP, PTW, WAHi requirements.
• Implement risk management and maintain relevant safety certifications.

Job Summary

We are seeking an experienced Construction Manager with expertise in Scaffolding, Insulation & Painting (SIP) works to lead construction activities for industrial projects in Singapore, ensuring safety, quality, and timely delivery.

Responsibilities

• Lead and manage scaffolding, insulation, and painting (SIP) construction activities on site to meet project specifications and schedules
• Supervise and coordinate supervisors, foremen, and site workforce to optimize productivity and safety
• Plan and allocate manpower, materials, and equipment for daily and weekly construction operations
• Coordinate with clients, main contractors, safety officers, QA/QC teams, and subcontractors to ensure smooth project execution
• Monitor and report on productivity, schedule adherence, quality standards, and safety performance
• Conduct toolbox talks, site coordination meetings, and progress reviews to maintain communication and compliance
• Inspect scaffolding erection and dismantling processes to ensure compliance with safe-work requirements
• Apply knowledge of industrial insulation systems, cladding, surface preparation, blasting, painting, coating systems, and QA/QC standards
• Ensure compliance with Singapore Workplace Safety and Health (WSH) regulations, including Risk Assessments (RA), Safe Work Procedures (SWP), Permit to Work (PTW), and Work-at-Height (WAH) requirements
• Implement risk management practices and maintain safety certifications relevant to construction/site management

Preferred competencies and qualifications

• 5–10 years of relevant construction experience, preferably in SIP works
• Previous roles as Construction Manager, Site Manager, or Senior Construction Supervisor
• Proven leadership and workforce management skills to handle multiple work fronts and large teams
• Experience in Oil & Gas, Petrochemical, Pharmaceutical, Power Plant, or major industrial projects
• Strong communication and reporting skills to effectively liaise with stakeholders
• Experience working on Singapore construction or industrial projects
• Immediate availability is advantageous

Required competencies and certifications

• Diploma in Engineering, Construction, or equivalent qualification
• Valid Scaffold Supervisor Certificate
• Building Construction Supervisors Safety Course (BCSS) or equivalent
• Work at Height (WAH) certification at Manager/Supervisor level
• Relevant safety certifications for construction/site management
• Risk Management (RM) Leader or equivalent certification
