Job summary

Public Service Division in Singapore is seeking a Contracts Manager to procure and manage construction and related projects. You will oversee the end-to-end contract lifecycle, from tendering and vendor selection to payments, certificates, warranties and final accounts.

Candidates should have a background in Building, Quantity Surveying, Project & Facilities Management or a related field, with strong communication and writing skills; at least 5 years of relevant experience.

Qualifications

• Background in Building/QS/PM or related discipline.
• Strong communication and writing skills.
• Preferably 5+ years of relevant experience.

Responsibilities

• Procure services of consultants and contractors for HDB’s projects.
• Manage contracts including payment claims, certificates, warranties, and final accounts.
• Monitor project expenditure and prepare cash flow projections.
• Oversee QS consultants during design, tender, construction and post-construction.
• Provide procurement and contractual advice and cost estimates for feasibility studies.
• Exposure to ICT procurement cycle from pre-tender to post-contract.
