Job summary

Rotary Engineering Private Limited invites applications for a Senior Commissioning Lead role to drive project commissioning in Singapore. You will establish the commissioning team and select a qualified subcontractor, then manage schedules, budgets, and productivity data, while coordinating with Client teams to resolve technical and commercial issues.

The ideal candidate holds an engineering degree and 5–8 years in Oil & Gas or related industries with at least 5 years in supervision,

Job Description

• Set-up the Commissioning Team which also includes the selection and engagement of a qualified Commissioning Subcontractor / Team to undertake the Project Commissioning Works.
• Sets the commissioning project PI prior to starting of work for major activities, collecting the actual data to analysis and adjust the work to achieve more effective project set PIs.
• Manages the commissioning schedule including the analysis of costs, progress and other productivity data (3S,5M) and completion of all activities according to plan.
• Provides progress updates and proactively highlight matters impeding progress.
• Provides technical advice and solutions to the Client, giving them confidence and a sense of dependability.
• Supervises and tracks project budget and ensures expenses are within budget.
• Coordinates with Client’s team (or Discipline Leads) to address any technical, engineering or commercial issues in the plant.
• Ensure Mechanical and E&I Team Leads set the DWI for the individual Supervisors and check that the DWI has been reported daily prior to closing of the day’s work activity
• Identifies and resolves operational problems and minimize delays.
• Attends all site meetings, walkdowns and daily coordination meetings with Client’s team/ discipline leads for smooth execution of works.
• Prepares weekly/ monthly reports to the Management and Client as deemed fit.
• Ensures timely submission for review and follow-up on monthly billing.
• Ensures the permit-to-work systems are followed and are meeting daily work plans/targets.
• Liaises with HSE team to develop training matrix as per Client’s requirement and arranging regular reviews on the training results to analyse and recommend new initiatives where necessary.
• Enforces safety rules and regulation during all courses of work.
• Reviews with Quality Control team to set up the quality training and follow through the schedule.
• Plans and allocates capital and human resources to maximize productivity.
• Ensures the MRMS report has been prepared and updated if any changes.
• Ensures material/ resource delivery/ arrival are timely.
• To also support the Company/Department on adhoc Technical Advice of other Ongoing Projects.

Requirements

• Preferably Degree in Engineering (Civil, Electrical &Mechanical) or equivalent.
• Preferably 5 to 8 years of experience in the Oil and Gas or related industries, and minimum 5 years in supervisory level.
• Able to identify critical activities and meet deadlines for all deliverables.
• Able to demonstrate leadership in managing, guiding, and driving results from the Commissioning Team.
