Job summary

Weichai Singapore Pte Ltd is seeking a Commissioning Manager to own end-to-end delivery of commissioning for engine-generator and power systems across the region. You will lead a team of engineers and technicians, manage schedules and budgets, and ensure safety, quality, and strong customer relations.

This role combines technical governance with people leadership, overseeing testing plans, training, and the invoicing cycle.

Qualifications

• Bachelor's degree in Electrical, Mechanical, or Power Engineering.
• 10–12 years in engine-generator, power systems, or mission-critical commissioning/field service.
• 3–5 years in a team leadership or people-management role.
• Experience managing multi-site, multi-project commissioning resourcing, schedules, and budgets.
• Experience with invoicing/billing cycles, project cost control, and P&L for a technical services function.
• Fluent in English (written and verbal); additional regional languages are an advantage.

Job description

The Commissioning Manager owns the end-to-end delivery, resourcing, and commercial performance of the commissioning function for engine-generator and associated power systems projects across the region. The role combines technical oversight with people leadership — assigning and developing engineers and technicians, managing schedules and budgets, ensuring safety and quality standards, and controlling the commercial (invoicing/billing) cycle of commissioning work — while remaining the escalation point for complex technical and customer issues.

KEY RESPONSILIBETIES

1. Resource & Project Management

• Resource Allocation: Assign commissioning engineers and technicians to projects based on scope, technical complexity, certifications, and availability, balancing utilization across the regional team.
• Planning: Develop and maintain commissioning plans, schedules, manpower forecasts, and mobilization plans in coordination with project managers, sales, and customers.
• Execution Oversight: Track progress against schedule and budget across concurrent projects, proactively resolve resourcing conflicts and delays, and elevate risks to leadership with mitigation plans.
• Technical Governance: Review and approve commissioning test plans, Method of Procedures (MOPs), FAT/SAT reports, and punch lists; act as final technical escalation point for issues field engineers cannot resolve.
• Training & Development: Identify skills gaps across the team and build individual and team development/training plans, including OEM certifications (engine, genset controls — DSE/ComAp/DEIF, switchgear,etc..) and safety qualifications.
• Mentoring & Performance: Coach and mentor engineers and technicians in the field and through structured reviews; conduct performance appraisals, set objectives, and manage career progression paths.
• Team Building: Lead recruitment, onboarding, and technical induction of new commissioning staff and subcontractors; maintain a competency matrix for the team.
• Team Support: Provide direct technical and logistical support to field teams — troubleshooting escalations, spare parts/tooling availability, and customer relationship support during difficult commissioning phases.

3. Commercial & Administrative Management

• Invoicing & Billing: Own the invoicing and billing cycle for commissioning services — validate field service reports and timesheets, ensure milestone/completion criteria are met, prepare and submit accurate and timely invoices, and follow up on collections with the finance team.
• Financial Management: Manage commissioning cost budgets (labor, travel, tooling, subcontractors) against project financials; report on utilization, margin, and cost variances.
• Tooling & Assets: Manage the fleet of test equipment, service tools, software licenses, and calibration schedules across the team.
• Documentation & Reporting: Maintain accurate records of commissioning documentation, certificates, and project close-out packages for audit and warranty purposes.

4. Safety, Quality & Compliance

• Safety Leadership: Champion HSE culture across the team — enforce LOTO, arc-flash, and site-specific safety protocols; investigate incidents/near-misses and drive corrective actions.
• Quality Assurance: Ensure commissioning work meets OEM, contractual, and regulatory/code requirements; drive continuous improvement of commissioning procedures, checklists, and standard work.
• Customer Relationship: Act as the senior point of contact for customers and EPCs on commissioning scope, progress, and issue resolution; support proposal/scoping input for new commissioning contracts.
• Cross-Functional Coordination: Coordinate with sales, project management, engineering, and supply chain to align commissioning delivery with broader project and business objectives.

QUALIFICATIONS AND EXPERIENCES

• Bachelor's degree in Electrical, Mechanical, or Power Engineering (or related discipline).
• Minimum 10–12 years in engine-generator, power systems, or mission-critical commissioning/field service, including at least 3–5 years in a team leadership or people-management role.
• Proven track record managing multi-site, multi-project commissioning resourcing, schedules, and budgets.
• Working knowledge of generator controls (DSE, ComAp, DEIF), paralleling switchgear, industrial networks (J1939, CAN, Modbus RTU/TCP), and standard commissioning test equipment — sufficient to make resourcing and technical-risk decisions, even where the Commissioning Manager is not hands-on daily.
• Demonstrated experience with invoicing/billing cycles, project cost control, and P&L or margin accountability for a technical services function.
• Experience developing training programs and managing certifications for a technical field workforce.
• Strong stakeholder management and negotiation skills across customers, OEMs, subcontractors, and internal functions (finance, sales, project management).
• Fluent in English (written and verbal); additional regional languages are an advantage.
