Job summary

Cyber Security Agency of Singapore (CSA) is seeking an experienced Head of Internal Audit to establish and lead the agency's Internal Audit function. You will provide independent assurance on governance, risk management and controls, and guide CSA’s strategic objectives.

You will manage a team focusing on operational, financial and compliance audits, in collaboration with GovTech on technology and cybersecurity audits, driving transformation of internal audit practices across the public sector.

Qualifications

• Establish and lead CSA's Internal Audit function in line with GIAs and public sector requirements.
• Develop and implement an risk-based Annual Audit Plan aligned to CSA's objectives.
• Provide independent insights to senior management and the Audit Committee on governance, risk, and controls.
• Maintain independence and objectivity; ensure access to senior management and the Audit Committee.
• Coordinate technology and cybersecurity assurance with GovTech and specialists.

Responsibilities

• Lead and oversee operational, financial, and compliance audits.
• Assess adequacy and effectiveness of governance, risk management and internal controls; develop practical recommendations.
• Strengthen whistleblowing processes and investigate where requested.
• Collaborate with GCIA on Internal Audit transformation and conformance with GIAS.
• Champion digital tools, data analytics, and continuous auditing methodologies.
